ADDIS ABABA - Ethiopia's Amhara region said on Wednesday it will go on the offensive against forces from the neighboring Tigray region, as advancing Tigrayans bear down on Amhara-held territory, potentially opening a major new phase in Ethiopia's civil war.

The Tigray People's Liberation Front (TPLF), which has recaptured most of its home region in the past three weeks after an abrupt reversal in an eight month war, has vowed to retake western Tigray, an expanse of fertile territory controlled by Amhara forces who seized it during the conflict.

Prime Minister Abiy Ahmed, who abruptly pulled central government troops out of most of Tigray last month, said on Tuesday he was still determined to repel any TPLF threat. That marked a shift in rhetoric from Abiy, who had previously emphasized a unilateral ceasefire that the TPLF mocked as "a joke" designed to justify his forces' retreat.

A spokesman for the Amhara regional government said the authorities there were rallying their own forces for a counter-attack against Tigrayans.

"The regional government has now transitioned from defensive to an offensive," Amhara spokesperson Gizachew Muluneh was quoted as saying by the region's state-run Amhara Media Corporation. "Amhara militia and special forces have been systematically trying to defend but now our patience has run out and as of today we have opened an offensive attack."

He did not respond to requests for further comment. On Tuesday the National Movement of Amhara, a major regional political party, called on irregular volunteer militia - known as Fano - to mobilize.

Western Tigray has long been home to large populations of both Tigrayans and Amahara, and renewed fighting between two of Ethiopia's biggest ethnic groups over the territory could drive another wave of refugees from a conflict that has already forced 2 million from their homes.

When Abiy sent troops to fight the TPLF last year, Amhara militia fought on the central government's side, using the opportunity to take control of a swathe of territory administered for decades by Tigrayans.

Since Abiy's abrupt withdrawal on June 28, the TPLF has pushed steadily outwards, recapturing most of Tigray. Its forces retook Alamata, the main town in the south, on Monday and pushed across the deep ravine of the Tekeze River to take Mai Tsebri from Amhara control on Tuesday.

But a tougher fight could loom for western Tigray, which the Amhara consider a reclaimed part of their own historic homeland and have vowed to occupy permanently.

ABIY STEPS BACK FROM CEASEFIRE

Abiy's more forceful remarks in a statement on Tuesday suggested his government was abandoning its three-week-old emphasis on its ceasefire declaration, proclaimed as government troops abandoned regional capital Mekelle to the advancing TPLF.

"The ceasefire could not bear the desired fruits," he said. "The TPLF…poses a great danger to the sovereignty of the country. The federal government, through mobilizing the people of Ethiopia, is determined to curb this threat."

He blamed the TPLF for choosing to fight rather than allow in aid or observe the ceasefire, and accused them of recruiting and deploying child soldiers.

TPLF spokesman Getachew Reda did not immediately answer calls from Reuters to comment on Abiy's accusations. He has previously said the TPLF welcome aid, and would not observe a ceasefire while parts of Tigray remained under control of the central government or its allies.

The TPLF has mocked the government's unilateral ceasefire declaration from the outset, while accusing the government of blocking aid for Tigrayans, hundreds of thousands of whom face famine.

Abiy said he would "accelerate" aid, which the UN World Food Programme (WFP) has said was only trickling in and had been repeatedly blocked and delayed. WFP said a convoy that arrived in the region on Monday was carrying only enough to cover the most basic needs of 200,000 people for a week, a fraction of the 4 million people estimated to need food aid.

The convoy had been stopped and searched 10 times by Ethiopian security forces before it entered Tigray, WFP said, urging smoother passage for aid.

ANKARA - Turkey and Israel have agreed to work towards improving their strained relations after a rare phone call between their presidents, a spokesman for Turkey's ruling AK Party said on Wednesday.

The two countries expelled ambassadors in 2018 after a bitter falling-out. Ankara has condemned Israel's occupation of the West Bank and its treatment of Palestinians, while Israel has called on Turkey to drop support for the militant Palestinian group Hamas which rules Gaza.

Both sides say the other must move first for any rapprochement.

President Tayyip Erdogan called Israel's new president, Isaac Herzog, on Monday to congratulate him on taking office. Israel's presidency is a largely ceremonial office.

"A framework emerged after this call under which advances should be made on several issues where improvements can be made, and where steps towards solving problematic areas should be taken," spokesman Omer Celik said after an AK Party meeting.

Celik singled out the Palestinians as one of many issues Turkey wants to discuss with Israel, adding that areas such as tourism and trade should be a "win-win" for both nations. Bilateral trade has remained strong amid the political disputes.

During the call, which came a day after Palestinian President Mahmoud Abbas visited Ankara, Erdogan told Herzog he valued maintaining dialog and said Turkish-Israeli relations were key for regional stability.

Erdogan also reiterated his support for a two-state solution to the Israeli-Palestinian conflict, adding "positive steps" would also help Turkey's ties with Israel, his office said.

In May, Erdogan called Israel a "terror state" after Israeli police shot rubber bullets and stun grenades towards Palestinian youths at Jerusalem's Al-Aqsa mosque.

Israel accuses Turkey of aiding members of Hamas, which is considered a terrorist organization by Israel and its Western allies.

Turkey has also recently been trying to repair its frayed ties with Saudi Arabia and Egypt.

Monday's call came a month after Naftali Bennett became Israeli prime minister, replacing Benjamin Netanyahu, with whom Erdogan had frequently traded barbs.

DUBAI - Iran said on Wednesday it could enrich uranium up to 90% purity -- weapons grade -- if its nuclear reactors needed it, but added it still sought the revival of a 2015 deal that would limit its atomic program in return for a lifting of sanctions.

President Hassan Rouhani's remark is his second such public comment this year about 90% enrichment -- a level suitable for a nuclear bomb -- underlining Iran's resolve to keep breaching the deal in the absence of any accord to revive it.

The biggest obstacle to producing nuclear weapons is obtaining enough fissile material - weapons-grade highly enriched uranium or plutonium - for the bomb’s core. Iran says it has never sought nuclear weapons. "Iran's Atomic Energy Organisation can enrich uranium by 20% and 60% and if one day our reactors need it, it can enrich uranium to 90% purity," Rouhani told a cabinet meeting, Iranian state media reported.

The nuclear deal caps the fissile purity to which Tehran can refine uranium at 3.67%, well under the 20% achieved before the pact and far below the 90% suitable for a nuclear weapon.

Iran has been breaching the deal in several ways after the United States withdrew from the agreement in 2018, including by producing 20% and 60% enriched uranium.

Rouhani, who will hand over the presidency to hardline cleric Ebrahim Raisi on Aug. 5, implicitly criticized Iran's top decision makers for "not allowing" his government to reinstate the nuclear deal during its term in office.

"They took away the opportunity to reach an agreement from this government. We deeply regret missing this opportunity," the state news agency IRNA quoted Rouhani as saying.

Supreme Leader Ayatollah Ali Khamenei, not the president, has the last say on all state matters such as nuclear policy.

Like Khamenei, Raisi has backed indirect talks between Tehran and Washington aimed at bringing back the arch foes into full compliance with the accord. Former U.S. President Donald Trump quit the deal three years ago, saying it was biased in favor of Iran, and reimposed crippling sanctions on Tehran.

The sixth round of nuclear talks in Vienna adjourned on June 20. The next round of the talks has yet to be scheduled, and Iranian and Western officials have said that significant gaps still remain to be resolved.

Two senior Iranian officials told Reuters that president-elect Raisi planned to adopt "a harder line" in the talks after taking office, adding that the next round might resume in late September or early October.

One of the officials said many members of Iran's nuclear team might be replaced with hardline officials, but top nuclear negotiator Abbas Araqchi would stay "at least for a while."

The second official said Raisi planned to show "less flexibility and demand more concessions" from Washington such as keeping a chain of advanced uranium enrichment centrifuges in place and insisting on the removal of human rights and terrorism related U.S. sanctions.

Trump blacklisted dozens of institutions vital to Iran's economy using laws designed to punish foreign actors for supporting terrorism or weapons proliferation.

Removing oil and financial sanctions is essential if Iran is to export its oil, the top prize for Tehran for complying with the nuclear agreement and reining in its atomic program.

American and Russian officials remained unsure if and when Iran will be willing to renew discussions on a return to the nuclear deal, known as the Joint Comprehensive Plan of Action, ahead of the sixth anniversary of its original signing on Wednesday.

Asked when nuclear talks will resume, Russian Ambassador to International Organizations in Vienna Mikhail Ulyanov told the daily newspaper Kommersant, in an interview the embassy translated into English on Monday: “As of today, no one, including Iranians, has an answer to that.”

The agreement restricted Iran’s uranium enrichment and gradually lifted US sanctions on Iran, expiring in 2030 and allowing the Islamic Republic to get close to breaking out to a nuclear weapon. The Trump administration left the JCPOA in 2018, opting instead for heavy sanctions to pressure Iran, and the Biden administration began indirect negotiations with Tehran in Vienna earlier this year to return to the deal.

The sixth round of indirect US-Iran talks ended in early June, before the Iranian presidential election. Ebrahim Raisi, a judge responsible for thousands of executions and sanctioned by the US for human rights violations, won that election.

Ulyanov said the delay in talks is “understandable,” in light of the election in Iran.

“There’s a new team coming to the office – they need time to figure this out. The question is really critical for both Iranian society and the establishment. It’s been a subject of a heated debate, so it’s not surprising,” the ambassador and Russia’s lead negotiator on the JCPOA said.

However, Ulyanov said there is “a certain irritation” among the other parties to the deal – likely referring to the US, UK, France and Germany – and “leaving new agreements hanging for such a long time does no good for the cause. We presume that the sooner the talks resume, the better. I think they won’t start earlier than in ten days, maybe later.”

Ulyanov said that, in his view, 90% of the negotiations to return to the JCPOA have been completed, but the remaining 10% “contain a number of politically sensitive issues that can hold the process back,” such as the US being unwilling to commit to future presidents not leaving the deal.

STATE DEPARTMENT spokesman Ned Price said in a press briefing on Monday that the question of whether Iran would return to negotiations “can only be addressed by Tehran,” and that US Special Envoy for Iran Robert Malley is “prepared to return to Vienna for a seventh round of talks as soon as they are scheduled.”

The US continues to believe that “diplomacy is the most effective means at our disposal to achieve… verifiably and permanently ensuring that Iran can never acquire a nuclear weapon,” he said.

Price said, however, that “we’re not imposing a deadline on these talks, but [US Secretary of State Antony] Blinken has made the point – [and] I’ve made the point from here as well – that we are conscious that as time proceeds, Iran’s nuclear advances will have a bearing on our view of ultimately returning to the JCPOA.”

Last week, the spokesman said that the Vienna “process won’t be open indefinitely… and it will get to a point where Iran’s provocations; Iran’s nuclear steps; that breakout time; and the concern that we have associated with it will potentially cause us to reconsider… We’re going to continue to assess the implications of Iran’s steps.”

Referring to the report by the International Atomic Energy Agency that Iran is using uranium metal enriched up to 20%, in further violation of the JCPOA, Price said: “We continue to urge Iran to stop this brinkmanship, to return to Vienna prepared for real talks, and to be in a position to be prepared to finish the work that we have started in April – that has now taken place over six rounds.”

Ulyanov argued that Iran’s latest violations of the JCPOA are “the direct result of the maximum pressure campaign” by the US.

Russia has avoided harshly criticizing the Islamic Republic, Ulyanov said, because Moscow saw the violations as a reaction to the US sanctions. However, he said that “now it seems there are reasons for concern: Iran seems to be going too far.”

Price reiterated that the negotiations in Vienna would only be about returning to the original 2015 version of the JCPOA, despite “profound concerns… with Iran’s behavior in the region.” Those concerns would be more difficult to address if nuclear violations continue, he argued.

Ulyanov spoke out against the idea of a “JCPOA+” that would add further restrictions on Iran.

“If the task had been to restore the JCPOA and add some commitments on top of that, the negotiations wouldn’t have started at all,” he said. “However, in reality, we witness that everyone – except for us and the Chinese – is trying to add something or take something off.”

Egyptian President Abdel Fattah al-Sisi expressed full support on Wednesday for Lebanese Prime Minister-Designate Saad Hariri in his efforts to resolve a crippling economic and political crisis as he visited Cairo.

Lebanon is battling an economic meltdown dubbed by the World Bank as one of the deepest depressions in modern history.

The financial crisis, that has propelled more than half of the population into poverty and seen the value of the currency drop by more than 90% in nearly two years, has been deepened by political deadlock.

Hariri has been at loggerheads for months with President Michel Aoun over forming a new government. He is due to meet Aoun at the Baabda presidential palace on his return from Cairo.

Earlier on Wednesday Aoun said he hoped he hoped Hariri would carry "positive indications" to the meeting, and said efforts were still under way to form a cabinet.

In Egypt, Sisi welcomed Hariri, "reaffirming Egypt's full support for Hariri's political path which aims at restoring stability to Lebanon," and for his attempts to deal with challenges including the formation of a government, a presidency statement said.

Hariri also met Egyptian Foreign Minister Sameh Shoukry, who stated Egypt's support for Lebanon's "exit from the current situation, and the necessity for all Lebanese parties to prioritise Lebanon's highest interest over any narrow interests", according to tweets from Hariri and the Egyptian foreign ministry.

Hamas responded on Wednesday to the news about the discovery of a section of Jerusalem’s city wall built during the First Temple period by accusing Israel of “falsifying” history.

Hamas spokesman Muhammad Hamadeh said that Israel’s effort to “falsify history and distort the facts will not help it, and Jerusalem will remain the capital of Palestine and its Arab Islamic identity.”

The Antiquities Authority (IAA) announced that the section of the wall that was mostly destroyed by the Babylonian army in 586 BCE has been uncovered by archaeologists in the City of David National Park.

Hamadeh dismissed the announcement and accused Israel of “falsifying and stealing history.”

He said that the announcement was “a continuation of previous announcements related to the alleged Temple.”

The announcement, Hamadeh said, represents a “continuation of the [Israeli] approach based on the forgery and theft of the history of the holy city.”

He also claimed that the announcement was part of Israel’s “plans to Judaize Jerusalem and obliterate its Arab Islamic identity.”

He added: “The aggression of the occupation did not stop at the limits of falsifying history. Rather, it seeks to change the reality. The announcement of these alleged discoveries comes in conjunction with the normalization agreements [between Israel and four Arab countries] that gave it an international cover.”

The spokesman warned Israel against causing “harm and vandalism” in the area of the Aqsa Mosque compound.

Earlier this week, Palestinian Authority Prime Minister Mohammad Shtayyeh called on the UN Educational, Scientific and Cultural Organization to examine Israel’s excavations “beneath the Aqsa Mosque compound and prevent the intended plans of the Israel Antiquities Authority to expand the tunnel located below the al-Buraq Wall,” referring to the Western Wall.

Finance Minister Avigdor Liberman and Economy Minister Orna Barbivay have announced that cuts to child-care subsidies for families in which the father studies full time in yeshiva will be delayed until November 1.

The two ministers said the decision to delay the cuts was made to give such families more time to prepare financially for the impact the measure will have on their household budget.

Liberman has been denounced for making the cuts, which amount to over NIS 1,000 per child, by ultra-Orthodox rabbis and politicians who described the decision as a harsh and cruel attack on ultra-Orthodox families.

Liberman for his part defended the measure, saying it was designed to get ultra-Orthodox men into work and wean them off government welfare and a dependence on the ultra-Orthodox parties for their livelihood.

Senior United Torah Judaism MK Ya’acov Litzman dismissed the decision to delay the cuts, saying the measure was “cruel and wicked, the goal of which is to harm and destroy ultra-Orthodox families and those who study Torah.”

Added Litzman “The Reform government of Bennett, Liberman and Lapid is cruel to the ultra-Orthodox and harmful to Jewish tradition.”

Last week, Liberman decided to revoke the eligibility of fathers studying full-time in yeshiva for child-care subsidies, enraging ultra-Orthodox political leaders.

The ministry has long provided child-care subsidies for the young children of women studying in institutions of higher education or who are in employment, in order to encourage them to join the workforce.

The subsidies were however not conditional on the employment, or lack thereof, of the spouses of such women, meaning that families in which the father was a full-time yeshiva student could also obtain the subsidy.

The subsidies amount to from NIS 900 to NIS 1,200 per child, and in total, around 130,000 families benefit from the subsidies every year, with the Labor and Welfare Ministry spending some NIS 1.2 billion on these benefits, approximately a third of which went to ultra-Orthodox families.

Liberman has argued, however, that the subsidies were originally designed to encourage women, as well as men, to participate in the workforce, not to subsidize full-time yeshiva study by men.

In line with Liberman’s new criteria, fathers will now need to work or study in a non-religious educational institute for at least 24 hours a week, something which would preclude full-time yeshiva study.

At the beginning of 2020, around 53% of ultra-Orthodox men were employed compared to over 85% of non-ultra-Orthodox men.

The subsidies comprise a significant portion of an ultra-Orthodox family’s household income, and canceling them will cause immediate financial problems for such families.

ADDIS ABABA - Ethiopia's Amhara region said on Wednesday it will go on the offensive against forces from the neighboring Tigray region, as advancing Tigrayans bear down on Amhara-held territory, potentially opening a major new phase in Ethiopia's civil war.

The Tigray People's Liberation Front (TPLF), which has recaptured most of its home region in the past three weeks after an abrupt reversal in an eight month war, has vowed to retake western Tigray, an expanse of fertile territory controlled by Amhara forces who seized it during the conflict.

Prime Minister Abiy Ahmed, who abruptly pulled central government troops out of most of Tigray last month, said on Tuesday he was still determined to repel any TPLF threat. That marked a shift in rhetoric from Abiy, who had previously emphasized a unilateral ceasefire that the TPLF mocked as "a joke" designed to justify his forces' retreat.

A spokesman for the Amhara regional government said the authorities there were rallying their own forces for a counter-attack against Tigrayans.

"The regional government has now transitioned from defensive to an offensive," Amhara spokesperson Gizachew Muluneh was quoted as saying by the region's state-run Amhara Media Corporation. "Amhara militia and special forces have been systematically trying to defend but now our patience has run out and as of today we have opened an offensive attack."

He did not respond to requests for further comment. On Tuesday the National Movement of Amhara, a major regional political party, called on irregular volunteer militia - known as Fano - to mobilize.

Western Tigray has long been home to large populations of both Tigrayans and Amahara, and renewed fighting between two of Ethiopia's biggest ethnic groups over the territory could drive another wave of refugees from a conflict that has already forced 2 million from their homes.

When Abiy sent troops to fight the TPLF last year, Amhara militia fought on the central government's side, using the opportunity to take control of a swathe of territory administered for decades by Tigrayans.

Since Abiy's abrupt withdrawal on June 28, the TPLF has pushed steadily outwards, recapturing most of Tigray. Its forces retook Alamata, the main town in the south, on Monday and pushed across the deep ravine of the Tekeze River to take Mai Tsebri from Amhara control on Tuesday.

But a tougher fight could loom for western Tigray, which the Amhara consider a reclaimed part of their own historic homeland and have vowed to occupy permanently.

ABIY STEPS BACK FROM CEASEFIRE

Abiy's more forceful remarks in a statement on Tuesday suggested his government was abandoning its three-week-old emphasis on its ceasefire declaration, proclaimed as government troops abandoned regional capital Mekelle to the advancing TPLF.

"The ceasefire could not bear the desired fruits," he said. "The TPLF…poses a great danger to the sovereignty of the country. The federal government, through mobilizing the people of Ethiopia, is determined to curb this threat."

He blamed the TPLF for choosing to fight rather than allow in aid or observe the ceasefire, and accused them of recruiting and deploying child soldiers.

TPLF spokesman Getachew Reda did not immediately answer calls from Reuters to comment on Abiy's accusations. He has previously said the TPLF welcome aid, and would not observe a ceasefire while parts of Tigray remained under control of the central government or its allies.

The TPLF has mocked the government's unilateral ceasefire declaration from the outset, while accusing the government of blocking aid for Tigrayans, hundreds of thousands of whom face famine.

Abiy said he would "accelerate" aid, which the UN World Food Programme (WFP) has said was only trickling in and had been repeatedly blocked and delayed. WFP said a convoy that arrived in the region on Monday was carrying only enough to cover the most basic needs of 200,000 people for a week, a fraction of the 4 million people estimated to need food aid.

The convoy had been stopped and searched 10 times by Ethiopian security forces before it entered Tigray, WFP said, urging smoother passage for aid.

ANKARA - Turkey and Israel have agreed to work towards improving their strained relations after a rare phone call between their presidents, a spokesman for Turkey's ruling AK Party said on Wednesday.

The two countries expelled ambassadors in 2018 after a bitter falling-out. Ankara has condemned Israel's occupation of the West Bank and its treatment of Palestinians, while Israel has called on Turkey to drop support for the militant Palestinian group Hamas which rules Gaza.

Both sides say the other must move first for any rapprochement.

President Tayyip Erdogan called Israel's new president, Isaac Herzog, on Monday to congratulate him on taking office. Israel's presidency is a largely ceremonial office.

"A framework emerged after this call under which advances should be made on several issues where improvements can be made, and where steps towards solving problematic areas should be taken," spokesman Omer Celik said after an AK Party meeting.

Celik singled out the Palestinians as one of many issues Turkey wants to discuss with Israel, adding that areas such as tourism and trade should be a "win-win" for both nations. Bilateral trade has remained strong amid the political disputes.

During the call, which came a day after Palestinian President Mahmoud Abbas visited Ankara, Erdogan told Herzog he valued maintaining dialog and said Turkish-Israeli relations were key for regional stability.

Erdogan also reiterated his support for a two-state solution to the Israeli-Palestinian conflict, adding "positive steps" would also help Turkey's ties with Israel, his office said.

In May, Erdogan called Israel a "terror state" after Israeli police shot rubber bullets and stun grenades towards Palestinian youths at Jerusalem's Al-Aqsa mosque.

Israel accuses Turkey of aiding members of Hamas, which is considered a terrorist organization by Israel and its Western allies.

Turkey has also recently been trying to repair its frayed ties with Saudi Arabia and Egypt.

Monday's call came a month after Naftali Bennett became Israeli prime minister, replacing Benjamin Netanyahu, with whom Erdogan had frequently traded barbs.

DUBAI - Iran said on Wednesday it could enrich uranium up to 90% purity -- weapons grade -- if its nuclear reactors needed it, but added it still sought the revival of a 2015 deal that would limit its atomic program in return for a lifting of sanctions.

President Hassan Rouhani's remark is his second such public comment this year about 90% enrichment -- a level suitable for a nuclear bomb -- underlining Iran's resolve to keep breaching the deal in the absence of any accord to revive it.

The biggest obstacle to producing nuclear weapons is obtaining enough fissile material - weapons-grade highly enriched uranium or plutonium - for the bomb’s core. Iran says it has never sought nuclear weapons. "Iran's Atomic Energy Organisation can enrich uranium by 20% and 60% and if one day our reactors need it, it can enrich uranium to 90% purity," Rouhani told a cabinet meeting, Iranian state media reported.

The nuclear deal caps the fissile purity to which Tehran can refine uranium at 3.67%, well under the 20% achieved before the pact and far below the 90% suitable for a nuclear weapon.

Iran has been breaching the deal in several ways after the United States withdrew from the agreement in 2018, including by producing 20% and 60% enriched uranium.

Rouhani, who will hand over the presidency to hardline cleric Ebrahim Raisi on Aug. 5, implicitly criticized Iran's top decision makers for "not allowing" his government to reinstate the nuclear deal during its term in office.

"They took away the opportunity to reach an agreement from this government. We deeply regret missing this opportunity," the state news agency IRNA quoted Rouhani as saying.

Supreme Leader Ayatollah Ali Khamenei, not the president, has the last say on all state matters such as nuclear policy.

Like Khamenei, Raisi has backed indirect talks between Tehran and Washington aimed at bringing back the arch foes into full compliance with the accord. Former U.S. President Donald Trump quit the deal three years ago, saying it was biased in favor of Iran, and reimposed crippling sanctions on Tehran.

The sixth round of nuclear talks in Vienna adjourned on June 20. The next round of the talks has yet to be scheduled, and Iranian and Western officials have said that significant gaps still remain to be resolved.

Two senior Iranian officials told Reuters that president-elect Raisi planned to adopt "a harder line" in the talks after taking office, adding that the next round might resume in late September or early October.

One of the officials said many members of Iran's nuclear team might be replaced with hardline officials, but top nuclear negotiator Abbas Araqchi would stay "at least for a while."

The second official said Raisi planned to show "less flexibility and demand more concessions" from Washington such as keeping a chain of advanced uranium enrichment centrifuges in place and insisting on the removal of human rights and terrorism related U.S. sanctions.

Trump blacklisted dozens of institutions vital to Iran's economy using laws designed to punish foreign actors for supporting terrorism or weapons proliferation.

Removing oil and financial sanctions is essential if Iran is to export its oil, the top prize for Tehran for complying with the nuclear agreement and reining in its atomic program.

American and Russian officials remained unsure if and when Iran will be willing to renew discussions on a return to the nuclear deal, known as the Joint Comprehensive Plan of Action, ahead of the sixth anniversary of its original signing on Wednesday.

Asked when nuclear talks will resume, Russian Ambassador to International Organizations in Vienna Mikhail Ulyanov told the daily newspaper Kommersant, in an interview the embassy translated into English on Monday: “As of today, no one, including Iranians, has an answer to that.”

The agreement restricted Iran’s uranium enrichment and gradually lifted US sanctions on Iran, expiring in 2030 and allowing the Islamic Republic to get close to breaking out to a nuclear weapon. The Trump administration left the JCPOA in 2018, opting instead for heavy sanctions to pressure Iran, and the Biden administration began indirect negotiations with Tehran in Vienna earlier this year to return to the deal.

The sixth round of indirect US-Iran talks ended in early June, before the Iranian presidential election. Ebrahim Raisi, a judge responsible for thousands of executions and sanctioned by the US for human rights violations, won that election.

Ulyanov said the delay in talks is “understandable,” in light of the election in Iran.

“There’s a new team coming to the office – they need time to figure this out. The question is really critical for both Iranian society and the establishment. It’s been a subject of a heated debate, so it’s not surprising,” the ambassador and Russia’s lead negotiator on the JCPOA said.

However, Ulyanov said there is “a certain irritation” among the other parties to the deal – likely referring to the US, UK, France and Germany – and “leaving new agreements hanging for such a long time does no good for the cause. We presume that the sooner the talks resume, the better. I think they won’t start earlier than in ten days, maybe later.”

Ulyanov said that, in his view, 90% of the negotiations to return to the JCPOA have been completed, but the remaining 10% “contain a number of politically sensitive issues that can hold the process back,” such as the US being unwilling to commit to future presidents not leaving the deal.

STATE DEPARTMENT spokesman Ned Price said in a press briefing on Monday that the question of whether Iran would return to negotiations “can only be addressed by Tehran,” and that US Special Envoy for Iran Robert Malley is “prepared to return to Vienna for a seventh round of talks as soon as they are scheduled.”

The US continues to believe that “diplomacy is the most effective means at our disposal to achieve… verifiably and permanently ensuring that Iran can never acquire a nuclear weapon,” he said.

Price said, however, that “we’re not imposing a deadline on these talks, but [US Secretary of State Antony] Blinken has made the point – [and] I’ve made the point from here as well – that we are conscious that as time proceeds, Iran’s nuclear advances will have a bearing on our view of ultimately returning to the JCPOA.”

Last week, the spokesman said that the Vienna “process won’t be open indefinitely… and it will get to a point where Iran’s provocations; Iran’s nuclear steps; that breakout time; and the concern that we have associated with it will potentially cause us to reconsider… We’re going to continue to assess the implications of Iran’s steps.”

Referring to the report by the International Atomic Energy Agency that Iran is using uranium metal enriched up to 20%, in further violation of the JCPOA, Price said: “We continue to urge Iran to stop this brinkmanship, to return to Vienna prepared for real talks, and to be in a position to be prepared to finish the work that we have started in April – that has now taken place over six rounds.”

Ulyanov argued that Iran’s latest violations of the JCPOA are “the direct result of the maximum pressure campaign” by the US.

Russia has avoided harshly criticizing the Islamic Republic, Ulyanov said, because Moscow saw the violations as a reaction to the US sanctions. However, he said that “now it seems there are reasons for concern: Iran seems to be going too far.”

Price reiterated that the negotiations in Vienna would only be about returning to the original 2015 version of the JCPOA, despite “profound concerns… with Iran’s behavior in the region.” Those concerns would be more difficult to address if nuclear violations continue, he argued.

Ulyanov spoke out against the idea of a “JCPOA+” that would add further restrictions on Iran.

“If the task had been to restore the JCPOA and add some commitments on top of that, the negotiations wouldn’t have started at all,” he said. “However, in reality, we witness that everyone – except for us and the Chinese – is trying to add something or take something off.”

Egyptian President Abdel Fattah al-Sisi expressed full support on Wednesday for Lebanese Prime Minister-Designate Saad Hariri in his efforts to resolve a crippling economic and political crisis as he visited Cairo.

Lebanon is battling an economic meltdown dubbed by the World Bank as one of the deepest depressions in modern history.

The financial crisis, that has propelled more than half of the population into poverty and seen the value of the currency drop by more than 90% in nearly two years, has been deepened by political deadlock.

Hariri has been at loggerheads for months with President Michel Aoun over forming a new government. He is due to meet Aoun at the Baabda presidential palace on his return from Cairo.

Earlier on Wednesday Aoun said he hoped he hoped Hariri would carry "positive indications" to the meeting, and said efforts were still under way to form a cabinet.

In Egypt, Sisi welcomed Hariri, "reaffirming Egypt's full support for Hariri's political path which aims at restoring stability to Lebanon," and for his attempts to deal with challenges including the formation of a government, a presidency statement said.

Hariri also met Egyptian Foreign Minister Sameh Shoukry, who stated Egypt's support for Lebanon's "exit from the current situation, and the necessity for all Lebanese parties to prioritise Lebanon's highest interest over any narrow interests", according to tweets from Hariri and the Egyptian foreign ministry.

Hamas responded on Wednesday to the news about the discovery of a section of Jerusalem’s city wall built during the First Temple period by accusing Israel of “falsifying” history.

Hamas spokesman Muhammad Hamadeh said that Israel’s effort to “falsify history and distort the facts will not help it, and Jerusalem will remain the capital of Palestine and its Arab Islamic identity.”

The Antiquities Authority (IAA) announced that the section of the wall that was mostly destroyed by the Babylonian army in 586 BCE has been uncovered by archaeologists in the City of David National Park.

Hamadeh dismissed the announcement and accused Israel of “falsifying and stealing history.”

He said that the announcement was “a continuation of previous announcements related to the alleged Temple.”

The announcement, Hamadeh said, represents a “continuation of the [Israeli] approach based on the forgery and theft of the history of the holy city.”

He also claimed that the announcement was part of Israel’s “plans to Judaize Jerusalem and obliterate its Arab Islamic identity.”

He added: “The aggression of the occupation did not stop at the limits of falsifying history. Rather, it seeks to change the reality. The announcement of these alleged discoveries comes in conjunction with the normalization agreements [between Israel and four Arab countries] that gave it an international cover.”

The spokesman warned Israel against causing “harm and vandalism” in the area of the Aqsa Mosque compound.

Earlier this week, Palestinian Authority Prime Minister Mohammad Shtayyeh called on the UN Educational, Scientific and Cultural Organization to examine Israel’s excavations “beneath the Aqsa Mosque compound and prevent the intended plans of the Israel Antiquities Authority to expand the tunnel located below the al-Buraq Wall,” referring to the Western Wall.

Finance Minister Avigdor Liberman and Economy Minister Orna Barbivay have announced that cuts to child-care subsidies for families in which the father studies full time in yeshiva will be delayed until November 1.

The two ministers said the decision to delay the cuts was made to give such families more time to prepare financially for the impact the measure will have on their household budget.

Liberman has been denounced for making the cuts, which amount to over NIS 1,000 per child, by ultra-Orthodox rabbis and politicians who described the decision as a harsh and cruel attack on ultra-Orthodox families.

Liberman for his part defended the measure, saying it was designed to get ultra-Orthodox men into work and wean them off government welfare and a dependence on the ultra-Orthodox parties for their livelihood.

Senior United Torah Judaism MK Ya’acov Litzman dismissed the decision to delay the cuts, saying the measure was “cruel and wicked, the goal of which is to harm and destroy ultra-Orthodox families and those who study Torah.”

Added Litzman “The Reform government of Bennett, Liberman and Lapid is cruel to the ultra-Orthodox and harmful to Jewish tradition.”

Last week, Liberman decided to revoke the eligibility of fathers studying full-time in yeshiva for child-care subsidies, enraging ultra-Orthodox political leaders.

The ministry has long provided child-care subsidies for the young children of women studying in institutions of higher education or who are in employment, in order to encourage them to join the workforce.

The subsidies were however not conditional on the employment, or lack thereof, of the spouses of such women, meaning that families in which the father was a full-time yeshiva student could also obtain the subsidy.

The subsidies amount to from NIS 900 to NIS 1,200 per child, and in total, around 130,000 families benefit from the subsidies every year, with the Labor and Welfare Ministry spending some NIS 1.2 billion on these benefits, approximately a third of which went to ultra-Orthodox families.

Liberman has argued, however, that the subsidies were originally designed to encourage women, as well as men, to participate in the workforce, not to subsidize full-time yeshiva study by men.

In line with Liberman’s new criteria, fathers will now need to work or study in a non-religious educational institute for at least 24 hours a week, something which would preclude full-time yeshiva study.

At the beginning of 2020, around 53% of ultra-Orthodox men were employed compared to over 85% of non-ultra-Orthodox men.

The subsidies comprise a significant portion of an ultra-Orthodox family’s household income, and canceling them will cause immediate financial problems for such families.
