President Joe Biden and King Abdullah enjoy a decades-long close relationship, nurtured over many years while Biden was both in the Senate and vice president, says Lucy Kurtzer-Ellenbogen, director of the Israeli-Palestinian conflict program at the US Institute of Peace.

“But beyond that, both King Abdullah and the Biden administration have a mutual interest in shoring up the kingdom’s stability at a time when Jordan faces some strong domestic and regional challenges. The significance of being one of the first leaders to be invited to Biden’s White House is to signal that the administration’s long-standing allies matter. This in and of itself can go a long way to buttressing the king’s domestic and regional position, and strengthening a key bilateral relationship.”

The meeting on Monday is the first in a series of meetings with Middle East leaders. Iraqi Prime Minister Mustafa al-Kadhimi will meet Biden at the White House on July 26, and Prime Minister Naftali Bennett is expected later this summer.

“While the Biden administration remains focused on not having the Middle East consume his foreign policy agenda, these upcoming visits may highlight a recognition that to preserve and pursue the regional stability that is in the US interest – and avoid the need for constant firefighting – tending key relationships can go a long way toward fireproofing traditional flash points,” says Kurtzer-Ellenbogen.

“A robust push to the negotiation table on the Israeli-Palestinian conflict is not likely in the cards, or even an interest of the parties and key stakeholders like Jordan,” she continued. “However, the US and Jordan do seem to share a view that re-centering the two-state solution as the political horizon for the conflict is a national security interest. Beyond that, King Abdullah will undoubtedly have in mind steps beyond the re-articulation of that formula that he would like the US to take or push for, to address conflict drivers, particularly around Jerusalem. How much ground can be covered in this first meeting is unclear, but certainly the issue will figure prominently on the two leaders’ agenda.”

“New leadership in Israel seems to have also opened some space for strengthening bilateral Jordanian-Israeli ties after years of strain, with recently concluded water and trade agreements between the two countries,” Kurtzer-Ellenbogen noted. “The Biden administration has already praised these deals and will no doubt encourage further mutually beneficial cooperation between these two key US regional allies.”

She went on to say that “the opportunity and optics of the White House meeting in itself goes a long way to achieving a key goal of King Abdullah on this trip: a clear signal that the traditionally strong US-Jordan relationship is on solid ground and the US administration considers the Hashemite Kingdom a key ally in pursuit of Middle East stability.”

King Abdullah of Jordan was set to meet with US President Joe Biden on Monday, the day after his government complained about Israel allowing Jews onto the Temple Mount and minor clashes between Muslims and Israeli police at the holy site.

The meeting would be Biden’s first with an Arab leader, which the White House said last week “will highlight the enduring and strategic partnership between the United States and Jordan, a key security partner and ally of the United States.” The White House also emphasized “Jordan’s leadership role in promoting peace and stability in the region.”

The meeting comes a day after Jordan sent an official complaint to Israel for allowing Jews onto the Temple Mount, of which Abdullah’s Hashemite family is the custodian.

Jordan’s complaint comes on the heels of a rapprochement with Israel this month, including meetings between King Abdullah and Prime Minister Naftali Bennett, and between Foreign Minister Yair Lapid and his Jordanian counterpart Ayman Safadi. Israel agreed to sell Jordan double the amount of water stipulated in the peace treaty between the countries and to allow Amman to increase its exports to the Palestinian Authority.

On Sunday, Bennett affirmed Jewish and Muslim freedom of worship on the Temple Mount, ordering the police to continue allowing Jews to ascend Judaism’s holiest site on Tisha Be’Av even as Muslims clashed with police at the holy site.

The Temple Mount is Judaism’s holiest site, where the two Holy Temples were erected, and where al-Aqsa Mosque currently stands. Tisha Be’Av, the Jewish fast day observed on Sunday, marks the anniversary of the temples’ destruction in 586 BCE and 70 CE.

Bennett “instructed to allow organized and safe ascendance of Jews to the Mount, while keeping order at the site,” the Prime Minister’s Office said.

Early in the morning, police entered the Temple Mount, without entering al-Aqsa Mosque, and cleared out rioters, stopping them from throwing rocks. The Red Crescent reported that a number of Palestinians were injured in clashes with police. The majority of the injuries were treated on-site, according to the organization.

Nearly 1,700 Jews visited the Temple Mount during the permitted hours, and no incidents were reported during the Jewish visits, which lasted until Sunday afternoon. Bennett thanked the police for handling the matter responsibly and protecting Jews’ freedom of worship.

The prime minister also emphasized that “full freedom of worship on the Temple Mount will be maintained for Muslims, as well, who are marking the Day of Arafa and Eid al-Adha this week.”

Among the Jews visiting the Temple Mount on Tisha Be’Av was rebel Yamina MK Amichai Chikli, who sang Hatikvah, the Israeli national anthem. Another Yamina MK, Yom Tov Kalfon, visited the holy site as well.

Images circulating on social media showed a small group of Israeli Jews praying at the site, which is against the rules set by the Jordanian Islamic Trust, known as the Wakf, and generally enforced by Israeli police.

Jordan sent an official letter of protest against Israeli “violations” on the Temple Mount, including “storming of the holy compound by extremist settlers under Israeli police protection,” Jordanian news agency Petra reported.

Palestinian and other Arab media reports often characterize any Jews visiting the Temple Mount as settlers, and their actions as “storming,” even when labeling videos of people walking in an orderly fashion.

Jordanian Foreign Ministry spokesman Daifallah al-Fayez said: “The Israeli actions against the mosque are rejected and condemned, and represent a violation of the historical and legal status quo, international law, and Israel’s obligations as an occupying power in East Jerusalem.”

Fayez said the entire Temple Mount compound “is a place of worship purely for Muslims.”

Jordan occupied half of Jerusalem in 1948-1967 and did not allow Jews into its Old City to pray at any holy sites, including the Western Wall and Temple Mount.

The Islamist Ra’am (United Arab List) Party said: “Muslims have an exclusive right to al-Aqsa Mosque and no one else has any right over it.”

Ra’am warned worshippers in a statement on Sunday against a “large number of settlers who have been storming and violating the sanctity of the blessed Aqsa Mosque since the morning hours.”

“This could cause violent events and ignite the situation in Jerusalem and the entire region in [a] way that could lead to a devastating religious war, especially when officials and MKs are allowed to storm al-Aqsa, hold prayers, hold religious ceremonies and read the national anthem Hatikva, the party stated.

Mahmoud al-Habash, religious affairs adviser to Palestinian Authority President Mahmoud Abbas, who also serves as the Supreme Sharia judge in the PA, accused Israel of working to divide the holy site in time and space between Muslim and Jewish worshipers.

“These attempts will not succeed,” Habash said. “Our people will not accept any attempt to change the historical status of the holy site. The occupation state has no religious, historical or legal right to any inch of occupied Jerusalem and blessed al-Aqsa Mosque.”

Habash said that they are determined to defend the Aqsa Mosque compound, adding: “The Palestinian bond in Jerusalem and al-Aqsa will continue and escalate because we are exercising our legitimate right to protect our land and our holy sites and to defend ourselves.”

He called on the international community and the UN Security Council to impose sanctions on Israel for its “war crimes against the city of Jerusalem, in particular the ongoing aggression against al-Aqsa Mosque.”

Habash warned of the consequences of Israel’s “daily violations,” which he said could ignite a religious war.

PA Prime Minister Mohammad Shtayyeh also accused settlers of “storming” al-Aqsa and said that this is a serious violation of the holy site status quo and a provocation.

Ayala Ben-Gvir, wife of far-right Otzma Yehudit MK Itamar Ben-Gvir, went to pray at the Temple Mount with hundreds of other Jews, saying that “it is important not only to sit and cry but to show up and go on the Temple Mount.”

“We are not in exile; we must think how to improve and act for sovereignty and Jewish visits to this holy place,” she said. “Whoever controls the Temple Mount controls the Land of Israel in its entirety, and this is how we will work toward control of this holy and important site.”

The Islamist Ra’am party condemned the ascent of hundreds of what it called Jewish “settlers” to the Temple Mount on Sunday morning, during the observance of the Tisha B’Av fast.

“The Al-Aqsa Mosque, in its 144 dunams, is solely the property of Muslims, and no one else has any right to it,” the Islamist party said, in a joint statement with its parent organization, the Islamic Movement.

The Al-Aqsa Mosque is the third-holiest site in Islam. But the Temple Mount is also Judaism’s holiest site, as the two biblical Temples were said to be built on the hilltop. A fragile status quo prevails at the sanctuary, with Jewish prayer officially forbidden.

Early on Sunday morning, Israeli police clashed with Palestinian worshipers on the Mount. According to Palestinian reports, Israeli police fired tear gas and stun grenades, while police said some Palestinians threw stones.

There were no reports of serious injuries following the clashes, and a few Palestinians were said to have been detained. Police did not respond to a request for comment.

A few hours later, over 1,600 Jewish Israelis ascended the hilltop to observe the holiday as per annual tradition. The pilgrims — including Yamina MK Amichai Chikli — sang Israel’s national anthem, Hatikva, while standing in front of the iconic Dome of the Rock mosque.

In videos on social media, police could be seen seeking to clear out Palestinians from the area, possibly in an attempt to keep them away from the Israeli visitors. In one video, officers dragged a woman in a black veil as she fought against them.

The government, led by Prime Minister Naftali Bennett, backed the raid and the subsequent pilgrimage. Bennett thanked the police for “managing the events on the Temple Mount with responsibility and consideration, while maintaining freedom of worship for Jews on the Mount” — a statement that raised questions as to whether the government was seeking a change in policy at the site.

Ra’am, led by Mansour Abbas, is a part of Israel’s current ruling coalition government. But for their conservative religious base, the Al-Aqsa Mosque is a treasured and revered symbol.

The party said authorities “allowed officials and Knesset members to storm Al-Aqsa, perform prayers, perform religious rituals, and declaimed the Israeli national anthem Hatikva in the courtyards of the blessed Al-Aqsa Mosque,” listing a number of actions its members consider to be provocations.

Ra’am said such acts could lead to renewed escalation between Israelis and Palestinians. The incident also comes at a particularly sensitive time, with Muslim Palestinians set to observe Eid al-Adha — one of the holiest days in the Islamic calendar — on Tuesday.

“The events that may result from it could inflame the situation in Jerusalem and the entire region, leading to a catastrophic religious war,” Ra’am said.

Sunday’s incident sparked protests by Hamas and the Palestinian Authority. Several of Israel’s neighbors also issued condemnations, including Egypt, Turkey, and Jordan, whose Islamic Waqf administers the site.

Under the 1994 peace treaty, Israel recognized Jordan as the custodian of the Temple Mount and other Muslim holy sites in the Old City, which was among the Jordanian-annexed areas that Israeli forces captured in the 1967 Six Day War.

According to the Jordanian Foreign Ministry, Amman sent Israel a formal letter of protest following the incident, asserting its control over the site.

“The Israeli actions against the mosque are unacceptable and condemnable. They represent a violation of the historical and legal status quo, international law, and Israel’s obligations as an occupying power in East Jerusalem,” Jordanian foreign ministry spokesperson Daifullah Fayez said in a statement.

Jordan, Egypt, and Turkey denounced Israel on Sunday after some 1,600 Jews visited the Temple Mount in Jerusalem’s Old City to mark the fast of Tisha B’Av, following overnight clashes at the holy site between Palestinians and police.

“The Israeli actions against the mosque are unacceptable and condemnable. They represent a violation of the historical and legal status quo, international law, and Israel’s obligations as an occupying power in East Jerusalem,” Jordanian foreign Ministry spokesperson Daifullah Fayez said in a statement.

The spokesman said a letter of protest on the matter was sent to Israel.

The clashes came just a few hours ahead of the pilgrimage of over 1,600 Jews to the Temple Mount to mark the fast day of Tisha B’Av, which mourns the destruction of the two Jewish Temples that once stood there.

Under the 1994 peace treaty with Jordan, Israel recognized Amman as the custodian of the Temple Mount and other Muslim holy sites in the Old City. Israel captured those sites from Jordan during the 1967 Six Day War.

A statement from the Turkish Foreign Ministry said: “Israeli security forces have once again violated the sanctity of al-Haram al-Sharif by allowing racist Jewish groups to raid Al-Aqsa Mosque, attacking Palestinian civilians praying in the area and detaining Palestinian civilians, including children and women, leading to images that offended human dignity.”

“The continuation of such provocations, at a time when the memories of the atmosphere of tension, escalation, and conflict caused by Israel’s attacks on Al-Aqsa Mosque in the holy month of Ramadan are still fresh in our minds, is extremely dangerous,” the statement added.

Clashes at the site during the month of Ramadan in May, alongside the pending eviction of a number of Palestinian families from the Sheikh Jarrah neighborhood, led the Hamas terror group to fire rockets toward Israel, sparking 11 days of conflict between Israel and the Gaza Strip.

Cairo also condemned “the renewed violations of the blessed Al-Aqsa Mosque by Israeli extremists under the protection of the Israeli forces,” a spokesperson for the Egyptian Foreign Ministry said.

The Temple Mount is the holiest place in Judaism, as the site of the two biblical Temples. It is also the site of the third-holiest shrine in Islam, the Al-Aqsa Mosque, and has long been a flashpoint between Israelis and Palestinians.

In Ramallah, Palestinian Authority President Mahmoud Abbas condemned what he deemed “the dangerous and ongoing Israeli escalation.”

“The Palestinian Presidency… considers this a grave threat to security and stability, and a provocation to the feelings of Palestinians, and holds the Israeli government responsible for this escalation,” Abbas’s office said in a statement.

The European Union’s mission to the Palestinians said it was “concerned over ongoing tensions.”

“Israeli authorities, religious, and community leaders from all sides should act urgently to calm down this explosive situation,” the mission said in a tweet.

Hamas, the Palestinian terror group that rules Gaza, mocked the “straying herds of settlers” ascending the Temple Mount.

“That the occupation is giving free rein to these straying herds of settlers does not reflect control or sovereignty, but rather is an attempt to cover up for impotence and deficiency,” Mohammad Hamadah, a Hamas spokesperson, said in a statement.

The Palestinian Islamic Jihad terror group called the clashes “terrorism and aggression that affects all Muslims in the world.”

Anxious to reduce friction with the Muslim world, and given that Orthodox sages generally counsel against ascending the Temple Mount for fear of treading on the sacred ground where the Temple’s Holy of Holies stood, Israel since 1967 has allowed the Jordanian Waqf to maintain religious authority atop the mount.

Jews have been allowed to visit under numerous restrictions, but not to pray.

But a report on Saturday said Israel has quietly started allowing Jewish prayers on the Mount in recent months, and Prime Minister Naftali Bennett asserted Sunday that both Jews and Muslims have “freedom of worship” at the site, potentially hinting at a change in policy.

The Biden administration gave $135 million to UNRWA on Saturday after a framework agreement was signed between them last week, which for the first time condemned anti-Israel hatred.

“The signing of the US-UNRWA Framework and additional support demonstrates we once again have an ongoing partner in the United States that understands the need to provide critical assistance to some of the region’s most vulnerable refugees,” UNRWA Commissioner-General Philippe Lazzarini said on Saturday.

The UN Relief and Works Agency for Palestinian Refugees released news of the US donation and the framework agreement the day after US Deputy Assistant Secretary of State for Israel and Palestinian Affairs Hady Amr finished his visit to Israel and the Palestinian territories, which had begun on July 11.

US financial aid to the agency has traditionally been accompanied by a framework for cooperation agreement, the latest version of which was signed on July 14.

The 2018-2019 framework condemned antisemitism for the first time, stating that: “The United States and UNRWA condemn without reserve all manifestations of religious intolerance, incitement, harassment or violence against persons or communities based on ethnic origin or religious belief, including antisemitism.”

The 2021-2022 version adapted that sentence to read (additions in italics), “The United States and UNRWA condemn without reserve all manifestations of religious or racial intolerance, incitement to violence, harassment or violence against persons or communities based on ethnic origin or religious belief, including antisemitism,” adding an additional line that expands the condemnation to include a wide list of issues such as discrimination against Palestinians and Israelis.

The condemnation now includes “antisemitism, Islamophobia, anti-Catholicism, anti-Arabism, or other forms of discrimination or racism against Palestinians, Israelis or others individuals or communities based on ethnic origins or religious beliefs.”

UNRWA also pledged to ensure that its funds would not be transferred to individuals engaged in terror or used to support terror.

The $135m. donation brings the total US contribution to the agency to $313.8m. for this year, which is close to the annual $360m. it had received before the Trump administration cut American funding.

Until then, the US had been the largest single country donor to the organization, which services 5.7 million people it claims are refugees in Syria, Lebanon, Jordan, Gaza, the West Bank and east Jerusalem. Its contribution this year makes up more than 20% of the $1.5 billion UNRWA seeks to raise to meet its annual needs.

The Trump administration opposed UNRWA, claiming it supports a perpetual class of Palestinian refugees by also awarding that designation to the descendants of those who fled their homes during Israel’s 1948 War of Independence.

It was also upset by the continual finding of antisemitism and incitement against Israel within textbooks used by UNRWA teachers in their classrooms.

UNRWA said it educates half a million children in 700 schools and runs 140 primary health clinics. It also supplies food, emergency cash assistance and emergency health, mental health and psychosocial support, as well as education in emergencies, protection, water and sanitation and COVID-19 response.

President Joe Biden and King Abdullah enjoy a decades-long close relationship, nurtured over many years while Biden was both in the Senate and vice president, says Lucy Kurtzer-Ellenbogen, director of the Israeli-Palestinian conflict program at the US Institute of Peace.

“But beyond that, both King Abdullah and the Biden administration have a mutual interest in shoring up the kingdom’s stability at a time when Jordan faces some strong domestic and regional challenges. The significance of being one of the first leaders to be invited to Biden’s White House is to signal that the administration’s long-standing allies matter. This in and of itself can go a long way to buttressing the king’s domestic and regional position, and strengthening a key bilateral relationship.”

The meeting on Monday is the first in a series of meetings with Middle East leaders. Iraqi Prime Minister Mustafa al-Kadhimi will meet Biden at the White House on July 26, and Prime Minister Naftali Bennett is expected later this summer.

“While the Biden administration remains focused on not having the Middle East consume his foreign policy agenda, these upcoming visits may highlight a recognition that to preserve and pursue the regional stability that is in the US interest – and avoid the need for constant firefighting – tending key relationships can go a long way toward fireproofing traditional flash points,” says Kurtzer-Ellenbogen.

“A robust push to the negotiation table on the Israeli-Palestinian conflict is not likely in the cards, or even an interest of the parties and key stakeholders like Jordan,” she continued. “However, the US and Jordan do seem to share a view that re-centering the two-state solution as the political horizon for the conflict is a national security interest. Beyond that, King Abdullah will undoubtedly have in mind steps beyond the re-articulation of that formula that he would like the US to take or push for, to address conflict drivers, particularly around Jerusalem. How much ground can be covered in this first meeting is unclear, but certainly the issue will figure prominently on the two leaders’ agenda.”

“New leadership in Israel seems to have also opened some space for strengthening bilateral Jordanian-Israeli ties after years of strain, with recently concluded water and trade agreements between the two countries,” Kurtzer-Ellenbogen noted. “The Biden administration has already praised these deals and will no doubt encourage further mutually beneficial cooperation between these two key US regional allies.”

She went on to say that “the opportunity and optics of the White House meeting in itself goes a long way to achieving a key goal of King Abdullah on this trip: a clear signal that the traditionally strong US-Jordan relationship is on solid ground and the US administration considers the Hashemite Kingdom a key ally in pursuit of Middle East stability.”

King Abdullah of Jordan was set to meet with US President Joe Biden on Monday, the day after his government complained about Israel allowing Jews onto the Temple Mount and minor clashes between Muslims and Israeli police at the holy site.

The meeting would be Biden’s first with an Arab leader, which the White House said last week “will highlight the enduring and strategic partnership between the United States and Jordan, a key security partner and ally of the United States.” The White House also emphasized “Jordan’s leadership role in promoting peace and stability in the region.”

The meeting comes a day after Jordan sent an official complaint to Israel for allowing Jews onto the Temple Mount, of which Abdullah’s Hashemite family is the custodian.

Jordan’s complaint comes on the heels of a rapprochement with Israel this month, including meetings between King Abdullah and Prime Minister Naftali Bennett, and between Foreign Minister Yair Lapid and his Jordanian counterpart Ayman Safadi. Israel agreed to sell Jordan double the amount of water stipulated in the peace treaty between the countries and to allow Amman to increase its exports to the Palestinian Authority.

On Sunday, Bennett affirmed Jewish and Muslim freedom of worship on the Temple Mount, ordering the police to continue allowing Jews to ascend Judaism’s holiest site on Tisha Be’Av even as Muslims clashed with police at the holy site.

The Temple Mount is Judaism’s holiest site, where the two Holy Temples were erected, and where al-Aqsa Mosque currently stands. Tisha Be’Av, the Jewish fast day observed on Sunday, marks the anniversary of the temples’ destruction in 586 BCE and 70 CE.

Bennett “instructed to allow organized and safe ascendance of Jews to the Mount, while keeping order at the site,” the Prime Minister’s Office said.

Early in the morning, police entered the Temple Mount, without entering al-Aqsa Mosque, and cleared out rioters, stopping them from throwing rocks. The Red Crescent reported that a number of Palestinians were injured in clashes with police. The majority of the injuries were treated on-site, according to the organization.

Nearly 1,700 Jews visited the Temple Mount during the permitted hours, and no incidents were reported during the Jewish visits, which lasted until Sunday afternoon. Bennett thanked the police for handling the matter responsibly and protecting Jews’ freedom of worship.

The prime minister also emphasized that “full freedom of worship on the Temple Mount will be maintained for Muslims, as well, who are marking the Day of Arafa and Eid al-Adha this week.”

Among the Jews visiting the Temple Mount on Tisha Be’Av was rebel Yamina MK Amichai Chikli, who sang Hatikvah, the Israeli national anthem. Another Yamina MK, Yom Tov Kalfon, visited the holy site as well.

Images circulating on social media showed a small group of Israeli Jews praying at the site, which is against the rules set by the Jordanian Islamic Trust, known as the Wakf, and generally enforced by Israeli police.

Jordan sent an official letter of protest against Israeli “violations” on the Temple Mount, including “storming of the holy compound by extremist settlers under Israeli police protection,” Jordanian news agency Petra reported.

Palestinian and other Arab media reports often characterize any Jews visiting the Temple Mount as settlers, and their actions as “storming,” even when labeling videos of people walking in an orderly fashion.

Jordanian Foreign Ministry spokesman Daifallah al-Fayez said: “The Israeli actions against the mosque are rejected and condemned, and represent a violation of the historical and legal status quo, international law, and Israel’s obligations as an occupying power in East Jerusalem.”

Fayez said the entire Temple Mount compound “is a place of worship purely for Muslims.”

Jordan occupied half of Jerusalem in 1948-1967 and did not allow Jews into its Old City to pray at any holy sites, including the Western Wall and Temple Mount.

The Islamist Ra’am (United Arab List) Party said: “Muslims have an exclusive right to al-Aqsa Mosque and no one else has any right over it.”

Ra’am warned worshippers in a statement on Sunday against a “large number of settlers who have been storming and violating the sanctity of the blessed Aqsa Mosque since the morning hours.”

“This could cause violent events and ignite the situation in Jerusalem and the entire region in [a] way that could lead to a devastating religious war, especially when officials and MKs are allowed to storm al-Aqsa, hold prayers, hold religious ceremonies and read the national anthem Hatikva, the party stated.

Mahmoud al-Habash, religious affairs adviser to Palestinian Authority President Mahmoud Abbas, who also serves as the Supreme Sharia judge in the PA, accused Israel of working to divide the holy site in time and space between Muslim and Jewish worshipers.

“These attempts will not succeed,” Habash said. “Our people will not accept any attempt to change the historical status of the holy site. The occupation state has no religious, historical or legal right to any inch of occupied Jerusalem and blessed al-Aqsa Mosque.”

Habash said that they are determined to defend the Aqsa Mosque compound, adding: “The Palestinian bond in Jerusalem and al-Aqsa will continue and escalate because we are exercising our legitimate right to protect our land and our holy sites and to defend ourselves.”

He called on the international community and the UN Security Council to impose sanctions on Israel for its “war crimes against the city of Jerusalem, in particular the ongoing aggression against al-Aqsa Mosque.”

Habash warned of the consequences of Israel’s “daily violations,” which he said could ignite a religious war.

PA Prime Minister Mohammad Shtayyeh also accused settlers of “storming” al-Aqsa and said that this is a serious violation of the holy site status quo and a provocation.

Ayala Ben-Gvir, wife of far-right Otzma Yehudit MK Itamar Ben-Gvir, went to pray at the Temple Mount with hundreds of other Jews, saying that “it is important not only to sit and cry but to show up and go on the Temple Mount.”

“We are not in exile; we must think how to improve and act for sovereignty and Jewish visits to this holy place,” she said. “Whoever controls the Temple Mount controls the Land of Israel in its entirety, and this is how we will work toward control of this holy and important site.”

The Islamist Ra’am party condemned the ascent of hundreds of what it called Jewish “settlers” to the Temple Mount on Sunday morning, during the observance of the Tisha B’Av fast.

“The Al-Aqsa Mosque, in its 144 dunams, is solely the property of Muslims, and no one else has any right to it,” the Islamist party said, in a joint statement with its parent organization, the Islamic Movement.

The Al-Aqsa Mosque is the third-holiest site in Islam. But the Temple Mount is also Judaism’s holiest site, as the two biblical Temples were said to be built on the hilltop. A fragile status quo prevails at the sanctuary, with Jewish prayer officially forbidden.

Early on Sunday morning, Israeli police clashed with Palestinian worshipers on the Mount. According to Palestinian reports, Israeli police fired tear gas and stun grenades, while police said some Palestinians threw stones.

There were no reports of serious injuries following the clashes, and a few Palestinians were said to have been detained. Police did not respond to a request for comment.

A few hours later, over 1,600 Jewish Israelis ascended the hilltop to observe the holiday as per annual tradition. The pilgrims — including Yamina MK Amichai Chikli — sang Israel’s national anthem, Hatikva, while standing in front of the iconic Dome of the Rock mosque.

In videos on social media, police could be seen seeking to clear out Palestinians from the area, possibly in an attempt to keep them away from the Israeli visitors. In one video, officers dragged a woman in a black veil as she fought against them.

The government, led by Prime Minister Naftali Bennett, backed the raid and the subsequent pilgrimage. Bennett thanked the police for “managing the events on the Temple Mount with responsibility and consideration, while maintaining freedom of worship for Jews on the Mount” — a statement that raised questions as to whether the government was seeking a change in policy at the site.

Ra’am, led by Mansour Abbas, is a part of Israel’s current ruling coalition government. But for their conservative religious base, the Al-Aqsa Mosque is a treasured and revered symbol.

The party said authorities “allowed officials and Knesset members to storm Al-Aqsa, perform prayers, perform religious rituals, and declaimed the Israeli national anthem Hatikva in the courtyards of the blessed Al-Aqsa Mosque,” listing a number of actions its members consider to be provocations.

Ra’am said such acts could lead to renewed escalation between Israelis and Palestinians. The incident also comes at a particularly sensitive time, with Muslim Palestinians set to observe Eid al-Adha — one of the holiest days in the Islamic calendar — on Tuesday.

“The events that may result from it could inflame the situation in Jerusalem and the entire region, leading to a catastrophic religious war,” Ra’am said.

Sunday’s incident sparked protests by Hamas and the Palestinian Authority. Several of Israel’s neighbors also issued condemnations, including Egypt, Turkey, and Jordan, whose Islamic Waqf administers the site.

Under the 1994 peace treaty, Israel recognized Jordan as the custodian of the Temple Mount and other Muslim holy sites in the Old City, which was among the Jordanian-annexed areas that Israeli forces captured in the 1967 Six Day War.

According to the Jordanian Foreign Ministry, Amman sent Israel a formal letter of protest following the incident, asserting its control over the site.

“The Israeli actions against the mosque are unacceptable and condemnable. They represent a violation of the historical and legal status quo, international law, and Israel’s obligations as an occupying power in East Jerusalem,” Jordanian foreign ministry spokesperson Daifullah Fayez said in a statement.

Jordan, Egypt, and Turkey denounced Israel on Sunday after some 1,600 Jews visited the Temple Mount in Jerusalem’s Old City to mark the fast of Tisha B’Av, following overnight clashes at the holy site between Palestinians and police.

“The Israeli actions against the mosque are unacceptable and condemnable. They represent a violation of the historical and legal status quo, international law, and Israel’s obligations as an occupying power in East Jerusalem,” Jordanian foreign Ministry spokesperson Daifullah Fayez said in a statement.

The spokesman said a letter of protest on the matter was sent to Israel.

Early on Sunday morning, Israeli police clashed with Palestinian worshippers on the Temple Mount. According to Palestinian reports, Israeli police fired tear gas and stun grenades, while police said some Palestinians threw stones.

The clashes came just a few hours ahead of the pilgrimage of over 1,600 Jews to the Temple Mount to mark the fast day of Tisha B’Av, which mourns the destruction of the two Jewish Temples that once stood there.

Under the 1994 peace treaty with Jordan, Israel recognized Amman as the custodian of the Temple Mount and other Muslim holy sites in the Old City. Israel captured those sites from Jordan during the 1967 Six Day War.

A statement from the Turkish Foreign Ministry said: “Israeli security forces have once again violated the sanctity of al-Haram al-Sharif by allowing racist Jewish groups to raid Al-Aqsa Mosque, attacking Palestinian civilians praying in the area and detaining Palestinian civilians, including children and women, leading to images that offended human dignity.”

“The continuation of such provocations, at a time when the memories of the atmosphere of tension, escalation, and conflict caused by Israel’s attacks on Al-Aqsa Mosque in the holy month of Ramadan are still fresh in our minds, is extremely dangerous,” the statement added.

Clashes at the site during the month of Ramadan in May, alongside the pending eviction of a number of Palestinian families from the Sheikh Jarrah neighborhood, led the Hamas terror group to fire rockets toward Israel, sparking 11 days of conflict between Israel and the Gaza Strip.

Cairo also condemned “the renewed violations of the blessed Al-Aqsa Mosque by Israeli extremists under the protection of the Israeli forces,” a spokesperson for the Egyptian Foreign Ministry said.

The Temple Mount is the holiest place in Judaism, as the site of the two biblical Temples. It is also the site of the third-holiest shrine in Islam, the Al-Aqsa Mosque, and has long been a flashpoint between Israelis and Palestinians.

In Ramallah, Palestinian Authority President Mahmoud Abbas condemned what he deemed “the dangerous and ongoing Israeli escalation.”

“The Palestinian Presidency… considers this a grave threat to security and stability, and a provocation to the feelings of Palestinians, and holds the Israeli government responsible for this escalation,” Abbas’s office said in a statement.

The European Union’s mission to the Palestinians said it was “concerned over ongoing tensions.”

“Israeli authorities, religious, and community leaders from all sides should act urgently to calm down this explosive situation,” the mission said in a tweet.

Hamas, the Palestinian terror group that rules Gaza, mocked the “straying herds of settlers” ascending the Temple Mount.

“That the occupation is giving free rein to these straying herds of settlers does not reflect control or sovereignty, but rather is an attempt to cover up for impotence and deficiency,” Mohammad Hamadah, a Hamas spokesperson, said in a statement.

The Palestinian Islamic Jihad terror group called the clashes “terrorism and aggression that affects all Muslims in the world.”

Anxious to reduce friction with the Muslim world, and given that Orthodox sages generally counsel against ascending the Temple Mount for fear of treading on the sacred ground where the Temple’s Holy of Holies stood, Israel since 1967 has allowed the Jordanian Waqf to maintain religious authority atop the mount.

Jews have been allowed to visit under numerous restrictions, but not to pray.

But a report on Saturday said Israel has quietly started allowing Jewish prayers on the Mount in recent months, and Prime Minister Naftali Bennett asserted Sunday that both Jews and Muslims have “freedom of worship” at the site, potentially hinting at a change in policy.

The Biden administration gave $135 million to UNRWA on Saturday after a framework agreement was signed between them last week, which for the first time condemned anti-Israel hatred.

“The signing of the US-UNRWA Framework and additional support demonstrates we once again have an ongoing partner in the United States that understands the need to provide critical assistance to some of the region’s most vulnerable refugees,” UNRWA Commissioner-General Philippe Lazzarini said on Saturday.

The UN Relief and Works Agency for Palestinian Refugees released news of the US donation and the framework agreement the day after US Deputy Assistant Secretary of State for Israel and Palestinian Affairs Hady Amr finished his visit to Israel and the Palestinian territories, which had begun on July 11.

US financial aid to the agency has traditionally been accompanied by a framework for cooperation agreement, the latest version of which was signed on July 14.

The 2018-2019 framework condemned antisemitism for the first time, stating that: “The United States and UNRWA condemn without reserve all manifestations of religious intolerance, incitement, harassment or violence against persons or communities based on ethnic origin or religious belief, including antisemitism.”

The 2021-2022 version adapted that sentence to read (additions in italics), “The United States and UNRWA condemn without reserve all manifestations of religious or racial intolerance, incitement to violence, harassment or violence against persons or communities based on ethnic origin or religious belief, including antisemitism,” adding an additional line that expands the condemnation to include a wide list of issues such as discrimination against Palestinians and Israelis.

The condemnation now includes “antisemitism, Islamophobia, anti-Catholicism, anti-Arabism, or other forms of discrimination or racism against Palestinians, Israelis or others individuals or communities based on ethnic origins or religious beliefs.”

UNRWA also pledged to ensure that its funds would not be transferred to individuals engaged in terror or used to support terror.

The $135m. donation brings the total US contribution to the agency to $313.8m. for this year, which is close to the annual $360m. it had received before the Trump administration cut American funding.

Until then, the US had been the largest single country donor to the organization, which services 5.7 million people it claims are refugees in Syria, Lebanon, Jordan, Gaza, the West Bank and east Jerusalem. Its contribution this year makes up more than 20% of the $1.5 billion UNRWA seeks to raise to meet its annual needs.

The Trump administration opposed UNRWA, claiming it supports a perpetual class of Palestinian refugees by also awarding that designation to the descendants of those who fled their homes during Israel’s 1948 War of Independence.

It was also upset by the continual finding of antisemitism and incitement against Israel within textbooks used by UNRWA teachers in their classrooms.

UNRWA said it educates half a million children in 700 schools and runs 140 primary health clinics. It also supplies food, emergency cash assistance and emergency health, mental health and psychosocial support, as well as education in emergencies, protection, water and sanitation and COVID-19 response.
