Prime Minister Naftali Bennett issued a fresh appeal on Thursday for all Israelis to get the coronavirus vaccine, accusing those eligible to get vaccinated who have not done so of endangering the rest of the country.

In a primetime television address from Tel Aviv, Bennett said the government’s aim is to allow Israelis to go about their lives unimpeded and not to reimpose COVID-19 lockdown measures.

“We want to have an open and safe country. We are managing this campaign responsibly… and on the basis of facts and data,” Bennett said.

Asserting vaccines alone were insufficient to cope with the more contagious Delta variant, which has been largely blamed for the resurgence of infections in Israel, Bennett urged all Israelis older than 12 to get immunized.

“Every citizen over age 12 who doesn’t have a medical reason not to must go get vaccinated,” he said.

“One million Israelis are refusing to get vaccinated,” Bennett continued. “They are endangering the entire population, they are endangering the other 8 million citizens in the country.”

He warned that the vaccine holdouts could cause the government to impose a fourth national lockdown since the pandemic began.

“If you know a vaccine refuser, convince them, explain to them that they are risking others’ health,” the premier said. “Don’t give up on them.”

In his remarks, Bennett noted the high-level coronavirus cabinet’s decision on Thursday to start requiring the unvaccinated to pay out of pocket for COVID tests, linking it to the government’s push to increase immunization rates.

“There is no reason that taxpayers and those who fulfill their civic duty to get vaccinated will fund tests for those who refuse to get vaccinated,” he said.

Bennett also noted that those who are vaccinated are subject to less stringent quarantine requirements when they enter the country.

Earlier Thursday, the coronavirus cabinet approved reinstating the “Green Pass,” limiting attendance at large events to those who are vaccinated, have recovered from COVID-19, or who present a valid negative test result.

The renewed restriction will take effect July 29, pending government approval.

Ministers also voted add the United Kingdom, Georgia, Cyprus and Turkey to a list of countries Israelis are barred from traveling to over COVID fears. The latter two are among the most popular destinations for Israeli tourists.

If okayed by the government, the ban on visiting those countries will begin July 30.

After COVID morbidity and mortality reached record lows, following a mass vaccination campaign, Israel has seen a jump in infections that has been largely blamed on the Delta variant.

According to new Health Ministry figures released Thursday evening, 901 new cases have been confirmed since midnight, bringing active infections to 9,742.

The number of patients in serious condition rose further to 75, and the death toll increased slightly to 6,457.

The director-general of the Health Ministry said on Thursday that former prime minister Benjamin Netanyahu’s help was not required after the opposition leader spoke with the heads of Pfizer and Moderna about booster shots of the vaccine, reportedly behind the back of his successor, Naftali Bennett.

“We do not need this assistance,” Nachman Ash told the Kan public broadcaster. “I respect [Netanyahu’s] opinion, but the decision is up to the professionals. We have a direct relationship with Pfizer and Moderna.”

Netanyahu’s Likud party leaked on Wednesday that he had spoken several times in recent days with Pfizer CEO Albert Bourla and Moderna CEO Stéphane Bancel as part of his push to have a third coronavirus vaccine dose administered to Israelis.

For weeks, Netanyahu has insisted that third doses are necessary immediately, but some analysts have questioned whether his position is more rooted in a desire to differentiate himself from the new government’s policies on the pandemic.

Pfizer has been seeking FDA authorization for a third shot, though the US regulator and Israeli health officials have said there is no evidence boosters are needed at this time. Israel is currently offering a third dose only to the immunocompromised.

Israel’s successful vaccination campaign was rolled out during Netanyahu’s tenure, after he secured agreements that made Israel a trailblazer on COVID immunizations. The longtime premier was replaced last month.

On Monday, Channel 13 reported that Israel had reached a secret agreement with Pfizer-BioNTech under which the pharmaceutical company will immediately provide shipments of immunizations if Israel declares that it is administering booster COVID-19 shots.

Israel’s current stockpile of Pfizer vaccines expires at the end of July, but Bennett announced earlier this month that he’d brokered a new deal with Pfizer to bring forward a projected delivery to August 1. That deal was intended to enable the continuation of a campaign aimed at vaccinating youths aged 12-15.

The Delta variant of the coronavirus is believed to be more successful in bypassing the vaccines than previous strains of the virus. Health Ministry figures released in early July indicated that the Pfizer COVID-19 vaccine is only 64 percent effective in preventing infection, but remains 93% effective in preventing hospitalization and serious symptoms.

Some health officials have cast doubt on these figures, noting that they were gathered only over a period of a month, and maintaining that the Pfizer vaccine is actually more effective against the Delta variant than claimed.

Ministers okay return of Green Pass; plan to ban travel to UK, Cyprus, Turkey

As of next Thursday, Israelis will once again need to present proof of vaccination or recovery from COVID, or a negative test, to attend certain events

As daily coronavirus cases continue to climb, ministers approved reinstating the “Green Pass” on Thursday, limiting attendance at large events to those who are vaccinated, have recovered from COVID-19, or who present a valid negative test result.

The renewed restrictions will apply to both indoor and outdoor events with over 100 participants, starting on July 29. The requirement to present proof of vaccination, recovery or a negative test from the past 72 hours will only apply to people older than 12. Under that age, there will be no restrictions.

A statement from the Prime Minister’s Office said the Green Pass will also be reinstated at sporting events, gyms, restaurants, conferences, tourist attractions and houses of worship, while stressing there won’t be capacity limitations on gatherings or at these venues.

The statement also said that starting August 8, coronavirus tests for those eligible to be vaccinated who choose not to do so will have to be paid for out of pocket.

The decision was approved by the so-called coronavirus cabinet, a high-level ministerial forum tasked with leading the government’s pandemic response. It must still be ratified by the government, and is set to be voted on Sunday during the weekly cabinet meeting.

Prime Minister Naftali Bennett’s office described the new measures as being part of an “organized and comprehensive plan that will provide a response to the outbreak of the Delta variant in Israel.”

Ministers also voted during Thursday’s meeting to add the United Kingdom, Georgia, Cyprus and Turkey to a list of countries Israelis are barred from traveling to over COVID fears. The latter two are among the most popular destinations for Israeli tourists.

If approved by the government, the ban on visiting those countries will begin July 30.

Currently, vaccinated travelers arriving in Israel must quarantine for 24 hours, or until they receive a negative result for a test taken upon landing — whichever comes sooner. Unvaccinated travelers have to quarantine for seven days and receive a negative test when the week is over.

As of last week, all those returning from countries deemed to have high infection rates are required to quarantine for a full seven days, even with a negative test result, according to the Health Ministry’s updated guidelines. The full quarantine period was recently shortened from the previous 10-14 days.

The countries that are currently off-limits for Israelis are Uzbekistan, Argentina, Belarus, Brazil, South Africa, India, Mexico and Russia, with anyone traveling to those destinations subject to a NIS 5,000 ($1,500) fine, as well as quarantine.

According to Channel 13 news, a minor shouting match broke out during the meeting when Health Minister Nitzan Horowitz interrupted Economy Minister Orna Barbivai when she asked why the Green Pass would be needed for gyms.

“Don’t cut me off. If you yell I’ll yell louder. Calm down,” Barbivai was quoted as shouting at Horowitz, who responded he was trying to answer the question.

Education Minister Yifat Shasha-Biton, a leading critic of government restrictions, voted against reinstating the Green Pass.

“What is this madness? I’m not willing for kids to pay for tests. You’re punishing them,” she was reported as saying by Channel 12 news.

The network also reported that Bennett said during the meeting that one central reason for the renewed Green Pass was to boost vaccination, but was told by Attorney General Avichai Mandelblit that this was “a problematic statement,” as any measure seen as punitive would encounter legal difficulties.

Israel will be joining the African Union as an observer state, the Foreign Ministry announced Thursday.

Israel’s ambassador to Addis Ababa, Aleleign Admasu, submitted Israel’s charter as an observer member to the 55-member continental organization.

Israel enjoyed observer status in the predecessor Organization of African Unity until 2002, when the organization dissolved itself and became the African Union.

“This is a day of celebration for Israel-Africa relations,” said Foreign Minister Yair Lapid. “This diplomatic achievement is the result of efforts by the Foreign Ministry, the African Division, and Israeli embassies on the continent.”

“This corrects the anomaly that existed for almost two decades,” Lapid continued, “and is an important part of strengthening of fabric of Israel’s foreign relations. This will help us strengthen our activities in the continent and in the organization’s member states.”

Israel has relations with 46 of the AU member states. Israel reestablished relations with Guinea in 2016 and with Chad in 2019.

In October 2020, Israel also signed a normalization agreement with Sudan.

The Foreign Ministry said the development would allow for better cooperation on fighting the COVID-19 pandemic and on combating terrorism.

Former prime minister Benjamin Netanyahu prioritized Israel’s relations with Africa during the latter half of his 12 years in office, including with several Muslim-majority countries on the continent.

Besides seeking new markets for Israeli agriculture, high-tech and security know-how, the former prime minister was eager to improve African nations’ voting record on Israel-related matters in international forums such as the United Nations Security Council and UNESCO.

In July 2016, Netanyahu became the first Israeli premier in decades to travel to the continent when he visited four East African nations: Uganda, Kenya, Rwanda and Ethiopia.

In December of that year, Jerusalem hosted seven ministers and many other top officials from over a dozen Western African countries at an agricultural conference in Israel, which was co-sponsored by ECOWAS and Mashav, Israel’s Agency for International Development Cooperation

In June 2017, Netanyahu attended the annual conference by the Economic Community of West African States (ECOWAS), an organization that includes 15 nations with a combined population of some 320 million. The prime minister was invited to the 51st Ordinary Session of the Authority of Heads of State and Government of the Community in Monrovia, Liberia’s capital city.

“Israel is returning to Africa in a big way,” the then-prime minister said before the trip.

For a moment on Sunday it appeared as though Prime Minister Naftali Bennett had just erased a 54-year policy banning Jewish prayer on the Temple Mount.

Had Bennett actually made such a policy change, it likely would have started a religious war between Jews and Muslims, given the latter’s vehement opposition to Jewish prayer at the site.

It’s a move that could have severed Israel’s ties with its neighbor Jordan and complicated relations between Amman and Washington on the eve of US President Joe Biden’s first meeting there with King Abdullah on Monday, particularly given that the Hashemite Kingdom has a special custodial relationship to the Temple Mount.

Domestically it would have collapsed his coalition and set Israel hurtling back into another election cycle.

At issue was a line in a tweet sent out by the Prime Minister’s Office in the aftermath of clashes at the Temple Mount, also known to Muslims as al-Haram al-Sharif.

Initially it looked like a simple message, letting the public know that Bennett had spoken “with Public Security Minister Bar Lev and Israel Police Insp.-Gen. Shabtai and thanked them for managing the events on the Temple Mount with responsibility and consideration.”

Then, as if it was the most innocuous statement in the world, the Prime Minister’s Office added that this was done “while maintaining freedom of worship for Jews on the Mount.”

The Prime Minister’s Office continued the Twitter thread, stating that Bennett had emphasized that “freedom of worship on the Temple Mount will be fully preserved for Muslims as well, who will soon be marking the fast of the Day of Arafah and the Eid al-Adha.”

Not exactly the type of notice one issues when setting a policy change.

Except that a policy – known as the status quo – worked out in the aftermath of the Six Day War in 1967 between Israel and the Wakf Islamic religious trust allows members of all faiths to visit the site, while banning anyone but Muslims from praying there. Jews in particular are expected to pray at the nearby Western Wall.

Bennett backtracked, with his spokesman Matan Sidi clarifying that there was no change to the status quo. Sidi’s words appeared to extinguish potential sparks, but the timing could not have been worse.

Here are five reasons the Temple Mount is an increasingly sensitive flash point issue, particularly this week, in a terrain that is often unforgiving when it comes to mishaps that can so easily spiral out of control.

1. It was a holy week for Jews and Muslims

The Prime Minister’s Office’s tweet was sent out on the fast day of Tisha Be’av, when Jews annually mourn the destruction of the Temple which once stood on that very historic mountaintop until it was destroyed by the Romans in 70 CE.

The Temple Mount is the holiest site in Judaism, where thousands of years ago Abraham, Jews and Christians believe, almost sacrificed his son Isaac. It is the third-holiest site in Islam and marks the place where Muhammad ascended to heaven on winged horse.

Tisha Be’av fell this year just one day before the start of the three-day Muslim holiday of Eid al-Adha, which celebrates Abraham’s faith in God as exhibited, Muslims believe, by his willingness to sacrifice Ishmael.

As a result of both holidays, a large number of Jewish and Muslim worshipers flocked to Jerusalem’s Old City, and religious fervor was high.

Tisha Be’av is a day when Jews are most likely to feel their inability to pray at the Temple Mount as was done thousands of years ago. Muslims, in contrast, were most likely to be angered by Jewish prayer so close to their holy moment.

Talk of changing the status quo at that moment could have been like striking a match in a dry field.

2. Jews are already praying discreetly on the Temple Mount

Foreign Minister Yair Lapid might have called for Jews to pray solely at the Western Wall, which abuts the Temple Mount. But on a grassroots level a small number of Jews already pray discreetly on the Temple Mount when they go up to visit, both privately and in a minyan, the minimum quorum of 10 for group prayer.

It was a practice that came to light during the latter part of Prime Minister Benjamin Netanyahu’s 12-year tenure when the number of Jewish visitors also surged. On Tisha Be’av over 1,600 Jews ascended to the Temple Mount.

Although Netanyahu often spoke of the importance of maintaining the status quo, he largely turned a blind eye to the issue of grassroots Jewish prayer on the Temple Mount.

Many of the politicians who served in his government believe that Jews should have a right to pray there.

Those who support Jewish prayer there believe that Jews should never have been denied the ability to pray on their holiest site, and that the taboo around it has already been broken.

In his short time in office, Bennett has also not prevented such prayer, which on Sunday sparked clashes between Muslims and police on the morning of Tisha Be’av, even before Bennett had sent out his tweet.

Bennett’s coalition, however, is divided on the issue, with a number of its members holding that the status quo on the Temple Mount must be upheld.

3. Trump sanctioned an eventual change to the status quo

Former president Donald Trump sanctioned an eventual change to the Temple Mount status quo when, in January of 2020, he published his “Peace to Prosperity” plan to resolve the Israeli-Palestinian conflict.

The plan called for freedom of worship for Jews, Christians and Muslims at the Temple Mount.

“People of every faith should be permitted to pray on the Temple Mount/Haram al-Sharif, in a manner that is fully respectful to their religion, taking into account the times of each religion’s prayers and holidays, as well as other religious factors,” the plan stated.

Although the plan was shelved, it was a reminder that the status quo was not etched in stone, and that changes to it could be sanctioned at the highest diplomatic levels.

4. Gaza war sparked in part by Temple Mount violence

Muslim fear of losing access to al-Aqsa Mosque compound has long been a flash point for Israeli-Palestinian violence.

Former prime minister Ariel Sharon’s famous visit there when he was the Likud opposition leader led to calls on Muslims to defend the holy site, and is often credited with sparking the Second Intifada.

The two-year “knife intifada” that began in 2015 was linked to fears over Jewish prayer on the Temple Mount.

Similarly, the 11-day Gaza war this May was sparked in part by Jerusalem unrest. This included violence around the Temple Mount, as Muslim worshipers feared they could not access al-Aqsa Mosque compound after one of the gates was temporarily closed and police blocked some of the buses filled with worshipers from accessing the site.

5. Jordan fears losing special ties to Temple Mount

The Hashemite Kingdom’s special role as custodian of al-Aqsa is all that remains of the family’s former custodial role over the three holiest Muslim mosques in Mecca, Medina and Jerusalem, which it lost over a century ago in the aftermath of World War I.

The British enshrined that connection when it controlled portions of the region between the wars. From 1948 to 1967, the Temple Mount was under Jordanian control. It has been part of sovereign Israel since the end of the Six Day War in 1967.

In the 1994 Israel-Jordan peace treaty Israel recognized Jordan’s special role “in Muslim Holy shrines in Jerusalem,” but Jordan has never felt that its status in relation to those holy shrines is secure. Reports that Trump had sought to give Saudi Arabia, which is now the custodian of the Mecca and Medina mosques, a foothold on the Temple Mount only fed that insecurity.

Jordan’s Muslim citizenry, which is largely Palestinian, also feels events in Jerusalem acutely, and problems relating to the Temple Mount always have the ability to destabilize the Hashemite rule, which has already taken a hit over the COVID-19 pandemic and the absence of adequate water.

Bennett had made almost immediate inroads with Jordan with a purchase agreement that would allow it to almost double its support from Israel.

Then he almost undid those efforts with his tweet, but was able fix the mishap. King Abdullah accepted Bennett’s assurance that he is committed to maintaining the status quo.

That was followed by similar words of support from Biden, who assured Abdullah when the two met in Washington on Monday that the United States recognizes Jordan’s “special role as custodian of Muslim holy places in Jerusalem.”

Prime Minister Naftali Bennett issued a fresh appeal on Thursday for all Israelis to get the coronavirus vaccine, accusing those eligible to get vaccinated who have not done so of endangering the rest of the country.

In a primetime television address from Tel Aviv, Bennett said the government’s aim is to allow Israelis to go about their lives unimpeded and not to reimpose COVID-19 lockdown measures.

“We want to have an open and safe country. We are managing this campaign responsibly… and on the basis of facts and data,” Bennett said.

Asserting vaccines alone were insufficient to cope with the more contagious Delta variant, which has been largely blamed for the resurgence of infections in Israel, Bennett urged all Israelis older than 12 to get immunized.

“Every citizen over age 12 who doesn’t have a medical reason not to must go get vaccinated,” he said.

“One million Israelis are refusing to get vaccinated,” Bennett continued. “They are endangering the entire population, they are endangering the other 8 million citizens in the country.”

He warned that the vaccine holdouts could cause the government to impose a fourth national lockdown since the pandemic began.

“If you know a vaccine refuser, convince them, explain to them that they are risking others’ health,” the premier said. “Don’t give up on them.”

In his remarks, Bennett noted the high-level coronavirus cabinet’s decision on Thursday to start requiring the unvaccinated to pay out of pocket for COVID tests, linking it to the government’s push to increase immunization rates.

“There is no reason that taxpayers and those who fulfill their civic duty to get vaccinated will fund tests for those who refuse to get vaccinated,” he said.

Bennett also noted that those who are vaccinated are subject to less stringent quarantine requirements when they enter the country.

Earlier Thursday, the coronavirus cabinet approved reinstating the “Green Pass,” limiting attendance at large events to those who are vaccinated, have recovered from COVID-19, or who present a valid negative test result.

The renewed restriction will take effect July 29, pending government approval.

Ministers also voted add the United Kingdom, Georgia, Cyprus and Turkey to a list of countries Israelis are barred from traveling to over COVID fears. The latter two are among the most popular destinations for Israeli tourists.

After COVID morbidity and mortality reached record lows, following a mass vaccination campaign, Israel has seen a jump in infections that has been largely blamed on the Delta variant.

The director-general of the Health Ministry said on Thursday that former prime minister Benjamin Netanyahu’s help was not required after the opposition leader spoke with the heads of Pfizer and Moderna about booster shots of the vaccine, reportedly behind the back of his successor, Naftali Bennett.

“We do not need this assistance,” Nachman Ash told the Kan public broadcaster. “I respect [Netanyahu’s] opinion, but the decision is up to the professionals. We have a direct relationship with Pfizer and Moderna.”

Netanyahu’s Likud party leaked on Wednesday that he had spoken several times in recent days with Pfizer CEO Albert Bourla and Moderna CEO Stéphane Bancel as part of his push to have a third coronavirus vaccine dose administered to Israelis.

For weeks, Netanyahu has insisted that third doses are necessary immediately, but some analysts have questioned whether his position is more rooted in a desire to differentiate himself from the new government’s policies on the pandemic.

Pfizer has been seeking FDA authorization for a third shot, though the US regulator and Israeli health officials have said there is no evidence boosters are needed at this time. Israel is currently offering a third dose only to the immunocompromised.

Israel’s successful vaccination campaign was rolled out during Netanyahu’s tenure, after he secured agreements that made Israel a trailblazer on COVID immunizations. The longtime premier was replaced last month.

On Monday, Channel 13 reported that Israel had reached a secret agreement with Pfizer-BioNTech under which the pharmaceutical company will immediately provide shipments of immunizations if Israel declares that it is administering booster COVID-19 shots.

Israel’s current stockpile of Pfizer vaccines expires at the end of July, but Bennett announced earlier this month that he’d brokered a new deal with Pfizer to bring forward a projected delivery to August 1. That deal was intended to enable the continuation of a campaign aimed at vaccinating youths aged 12-15.

The Delta variant of the coronavirus is believed to be more successful in bypassing the vaccines than previous strains of the virus. Health Ministry figures released in early July indicated that the Pfizer COVID-19 vaccine is only 64 percent effective in preventing infection, but remains 93% effective in preventing hospitalization and serious symptoms.

Some health officials have cast doubt on these figures, noting that they were gathered only over a period of a month, and maintaining that the Pfizer vaccine is actually more effective against the Delta variant than claimed.

Ministers okay return of Green Pass; plan to ban travel to UK, Cyprus, Turkey

As of next Thursday, Israelis will once again need to present proof of vaccination or recovery from COVID, or a negative test, to attend certain events

As daily coronavirus cases continue to climb, ministers approved reinstating the “Green Pass” on Thursday, limiting attendance at large events to those who are vaccinated, have recovered from COVID-19, or who present a valid negative test result.

The renewed restrictions will apply to both indoor and outdoor events with over 100 participants, starting on July 29. The requirement to present proof of vaccination, recovery or a negative test from the past 72 hours will only apply to people older than 12. Under that age, there will be no restrictions.

A statement from the Prime Minister’s Office said the Green Pass will also be reinstated at sporting events, gyms, restaurants, conferences, tourist attractions and houses of worship, while stressing there won’t be capacity limitations on gatherings or at these venues.

The statement also said that starting August 8, coronavirus tests for those eligible to be vaccinated who choose not to do so will have to be paid for out of pocket.

The decision was approved by the so-called coronavirus cabinet, a high-level ministerial forum tasked with leading the government’s pandemic response. It must still be ratified by the government, and is set to be voted on Sunday during the weekly cabinet meeting.

Ministers also voted during Thursday’s meeting to add the United Kingdom, Georgia, Cyprus and Turkey to a list of countries Israelis are barred from traveling to over COVID fears. The latter two are among the most popular destinations for Israeli tourists.

If approved by the government, the ban on visiting those countries will begin July 30.

Currently, vaccinated travelers arriving in Israel must quarantine for 24 hours, or until they receive a negative result for a test taken upon landing — whichever comes sooner. Unvaccinated travelers have to quarantine for seven days and receive a negative test when the week is over.

As of last week, all those returning from countries deemed to have high infection rates are required to quarantine for a full seven days, even with a negative test result, according to the Health Ministry’s updated guidelines. The full quarantine period was recently shortened from the previous 10-14 days.

The countries that are currently off-limits for Israelis are Uzbekistan, Argentina, Belarus, Brazil, South Africa, India, Mexico and Russia, with anyone traveling to those destinations subject to a NIS 5,000 ($1,500) fine, as well as quarantine.

According to Channel 13 news, a minor shouting match broke out during the meeting when Health Minister Nitzan Horowitz interrupted Economy Minister Orna Barbivai when she asked why the Green Pass would be needed for gyms.

“Don’t cut me off. If you yell I’ll yell louder. Calm down,” Barbivai was quoted as shouting at Horowitz, who responded he was trying to answer the question.

Education Minister Yifat Shasha-Biton, a leading critic of government restrictions, voted against reinstating the Green Pass.

“What is this madness? I’m not willing for kids to pay for tests. You’re punishing them,” she was reported as saying by Channel 12 news.

The network also reported that Bennett said during the meeting that one central reason for the renewed Green Pass was to boost vaccination, but was told by Attorney General Avichai Mandelblit that this was “a problematic statement,” as any measure seen as punitive would encounter legal difficulties.

According to Health Ministry figures released on Thursday, 1,336 new cases were diagnosed the day before, with active infections further climbing to 9,673.

The number of patients in serious condition further ticked up, reaching 72. The death toll remained steady at 6,455.

Over 77,000 tests were performed on Wednesday, the highest number since early March, with over 1.7% of them showing a positive result.

Israel will be joining the African Union as an observer state, the Foreign Ministry announced Thursday.

Israel’s ambassador to Addis Ababa, Aleleign Admasu, submitted Israel’s charter as an observer member to the 55-member continental organization.

Israel enjoyed observer status in the predecessor Organization of African Unity until 2002, when the organization dissolved itself and became the African Union.

“This is a day of celebration for Israel-Africa relations,” said Foreign Minister Yair Lapid. “This diplomatic achievement is the result of efforts by the Foreign Ministry, the African Division, and Israeli embassies on the continent.”

“This corrects the anomaly that existed for almost two decades,” Lapid continued, “and is an important part of strengthening of fabric of Israel’s foreign relations. This will help us strengthen our activities in the continent and in the organization’s member states.”

Israel has relations with 46 of the AU member states. Israel reestablished relations with Guinea in 2016 and with Chad in 2019.

In October 2020, Israel also signed a normalization agreement with Sudan.

The Foreign Ministry said the development would allow for better cooperation on fighting the COVID-19 pandemic and on combating terrorism.

Former prime minister Benjamin Netanyahu prioritized Israel’s relations with Africa during the latter half of his 12 years in office, including with several Muslim-majority countries on the continent.

Besides seeking new markets for Israeli agriculture, high-tech and security know-how, the former prime minister was eager to improve African nations’ voting record on Israel-related matters in international forums such as the United Nations Security Council and UNESCO.

In July 2016, Netanyahu became the first Israeli premier in decades to travel to the continent when he visited four East African nations: Uganda, Kenya, Rwanda and Ethiopia.

In December of that year, Jerusalem hosted seven ministers and many other top officials from over a dozen Western African countries at an agricultural conference in Israel, which was co-sponsored by ECOWAS and Mashav, Israel’s Agency for International Development Cooperation

In June 2017, Netanyahu attended the annual conference by the Economic Community of West African States (ECOWAS), an organization that includes 15 nations with a combined population of some 320 million. The prime minister was invited to the 51st Ordinary Session of the Authority of Heads of State and Government of the Community in Monrovia, Liberia’s capital city.

“Israel is returning to Africa in a big way,” the then-prime minister said before the trip.

For a moment on Sunday it appeared as though Prime Minister Naftali Bennett had just erased a 54-year policy banning Jewish prayer on the Temple Mount.

Had Bennett actually made such a policy change, it likely would have started a religious war between Jews and Muslims, given the latter’s vehement opposition to Jewish prayer at the site.

It’s a move that could have severed Israel’s ties with its neighbor Jordan and complicated relations between Amman and Washington on the eve of US President Joe Biden’s first meeting there with King Abdullah on Monday, particularly given that the Hashemite Kingdom has a special custodial relationship to the Temple Mount.

Domestically it would have collapsed his coalition and set Israel hurtling back into another election cycle.

At issue was a line in a tweet sent out by the Prime Minister’s Office in the aftermath of clashes at the Temple Mount, also known to Muslims as al-Haram al-Sharif.

Initially it looked like a simple message, letting the public know that Bennett had spoken “with Public Security Minister Bar Lev and Israel Police Insp.-Gen. Shabtai and thanked them for managing the events on the Temple Mount with responsibility and consideration.”

Then, as if it was the most innocuous statement in the world, the Prime Minister’s Office added that this was done “while maintaining freedom of worship for Jews on the Mount.”

The Prime Minister’s Office continued the Twitter thread, stating that Bennett had emphasized that “freedom of worship on the Temple Mount will be fully preserved for Muslims as well, who will soon be marking the fast of the Day of Arafah and the Eid al-Adha.”

Not exactly the type of notice one issues when setting a policy change.

Except that a policy – known as the status quo – worked out in the aftermath of the Six Day War in 1967 between Israel and the Wakf Islamic religious trust allows members of all faiths to visit the site, while banning anyone but Muslims from praying there. Jews in particular are expected to pray at the nearby Western Wall.

Bennett backtracked, with his spokesman Matan Sidi clarifying that there was no change to the status quo. Sidi’s words appeared to extinguish potential sparks, but the timing could not have been worse.

Here are five reasons the Temple Mount is an increasingly sensitive flash point issue, particularly this week, in a terrain that is often unforgiving when it comes to mishaps that can so easily spiral out of control.

1. It was a holy week for Jews and Muslims

The Prime Minister’s Office’s tweet was sent out on the fast day of Tisha Be’av, when Jews annually mourn the destruction of the Temple which once stood on that very historic mountaintop until it was destroyed by the Romans in 70 CE.

The Temple Mount is the holiest site in Judaism, where thousands of years ago Abraham, Jews and Christians believe, almost sacrificed his son Isaac. It is the third-holiest site in Islam and marks the place where Muhammad ascended to heaven on winged horse.

Tisha Be’av fell this year just one day before the start of the three-day Muslim holiday of Eid al-Adha, which celebrates Abraham’s faith in God as exhibited, Muslims believe, by his willingness to sacrifice Ishmael.

As a result of both holidays, a large number of Jewish and Muslim worshipers flocked to Jerusalem’s Old City, and religious fervor was high.

Tisha Be’av is a day when Jews are most likely to feel their inability to pray at the Temple Mount as was done thousands of years ago. Muslims, in contrast, were most likely to be angered by Jewish prayer so close to their holy moment.

Talk of changing the status quo at that moment could have been like striking a match in a dry field.

2. Jews are already praying discreetly on the Temple Mount

Foreign Minister Yair Lapid might have called for Jews to pray solely at the Western Wall, which abuts the Temple Mount. But on a grassroots level a small number of Jews already pray discreetly on the Temple Mount when they go up to visit, both privately and in a minyan, the minimum quorum of 10 for group prayer.

It was a practice that came to light during the latter part of Prime Minister Benjamin Netanyahu’s 12-year tenure when the number of Jewish visitors also surged. On Tisha Be’av over 1,600 Jews ascended to the Temple Mount.

Although Netanyahu often spoke of the importance of maintaining the status quo, he largely turned a blind eye to the issue of grassroots Jewish prayer on the Temple Mount.

Many of the politicians who served in his government believe that Jews should have a right to pray there.

Those who support Jewish prayer there believe that Jews should never have been denied the ability to pray on their holiest site, and that the taboo around it has already been broken.

In his short time in office, Bennett has also not prevented such prayer, which on Sunday sparked clashes between Muslims and police on the morning of Tisha Be’av, even before Bennett had sent out his tweet.

Bennett’s coalition, however, is divided on the issue, with a number of its members holding that the status quo on the Temple Mount must be upheld.

3. Trump sanctioned an eventual change to the status quo

Former president Donald Trump sanctioned an eventual change to the Temple Mount status quo when, in January of 2020, he published his “Peace to Prosperity” plan to resolve the Israeli-Palestinian conflict.

The plan called for freedom of worship for Jews, Christians and Muslims at the Temple Mount.

“People of every faith should be permitted to pray on the Temple Mount/Haram al-Sharif, in a manner that is fully respectful to their religion, taking into account the times of each religion’s prayers and holidays, as well as other religious factors,” the plan stated.

Although the plan was shelved, it was a reminder that the status quo was not etched in stone, and that changes to it could be sanctioned at the highest diplomatic levels.

4. Gaza war sparked in part by Temple Mount violence

Muslim fear of losing access to al-Aqsa Mosque compound has long been a flash point for Israeli-Palestinian violence.

Former prime minister Ariel Sharon’s famous visit there when he was the Likud opposition leader led to calls on Muslims to defend the holy site, and is often credited with sparking the Second Intifada.

The two-year “knife intifada” that began in 2015 was linked to fears over Jewish prayer on the Temple Mount.

Similarly, the 11-day Gaza war this May was sparked in part by Jerusalem unrest. This included violence around the Temple Mount, as Muslim worshipers feared they could not access al-Aqsa Mosque compound after one of the gates was temporarily closed and police blocked some of the buses filled with worshipers from accessing the site.

5. Jordan fears losing special ties to Temple Mount

The Hashemite Kingdom’s special role as custodian of al-Aqsa is all that remains of the family’s former custodial role over the three holiest Muslim mosques in Mecca, Medina and Jerusalem, which it lost over a century ago in the aftermath of World War I.

The British enshrined that connection when it controlled portions of the region between the wars. From 1948 to 1967, the Temple Mount was under Jordanian control. It has been part of sovereign Israel since the end of the Six Day War in 1967.

In the 1994 Israel-Jordan peace treaty Israel recognized Jordan’s special role “in Muslim Holy shrines in Jerusalem,” but Jordan has never felt that its status in relation to those holy shrines is secure. Reports that Trump had sought to give Saudi Arabia, which is now the custodian of the Mecca and Medina mosques, a foothold on the Temple Mount only fed that insecurity.

Jordan’s Muslim citizenry, which is largely Palestinian, also feels events in Jerusalem acutely, and problems relating to the Temple Mount always have the ability to destabilize the Hashemite rule, which has already taken a hit over the COVID-19 pandemic and the absence of adequate water.

Bennett had made almost immediate inroads with Jordan with a purchase agreement that would allow it to almost double its support from Israel.

Then he almost undid those efforts with his tweet, but was able fix the mishap. King Abdullah accepted Bennett’s assurance that he is committed to maintaining the status quo.

That was followed by similar words of support from Biden, who assured Abdullah when the two met in Washington on Monday that the United States recognizes Jordan’s “special role as custodian of Muslim holy places in Jerusalem.”
