1.SHANGHAI WINS BID TO HOST WORLDSKILLS 2026

上海荣获世界技能大赛主办权

Shanghai won the bid to host the 48th World-Skills Competition in 2026 at the World-Skills General Assembly yesterday.

昨天（9/26）在世界技能大赛事务执行局会场内，上海荣获2026年世界技能大赛主办权。

Members voted in favor of Shanghai to host the competition after Chinese representatives expressed a willingness to further strengthen exchanges and cooperation with members of World-Skills and help workers improve. At the end of May, Shanghai canceled the 46th version of the event that had been rescheduled for October. It was originally scheduled in 2021, but both were canceled due to the coronavirus pandemic. As an alternative to the competition, special events will be held in 15 countries this year. Lyon, France will host the event in 2024. It’s often referred to as the "Olympics" for vocational【职业的】 skills and is normally held every two years.

中方代表表达了未来将继续与世赛成员加强交流合作、助力工作人员增进筹备的意愿后，参会成员表决支持上海主办2026年世赛。今年5月末，上海取消了原定于10月举办的第46届世赛。这场世赛于2021年安排，但由于新冠肺炎疫情取消。今年将有其他特殊活动取代世赛在15个国家举办。法国里昂将举办2024年世赛。世赛常被称为职业技能比赛中的“奥林匹克”，一般2年举办一届。

2.LOCAL DESIGNERES FOCUS ON ECO-FRIENDLY FABRICS

Going green is not a new concept in the fashion industry, but significantly more independent local young designers are focusing on sustainable fabrics【织物】 during this year’s Shanghai Fashion Week. Zhang Hong has more.

环保在时尚界并不是个新概念，但在今年的上海时装周上，越来越多的本地年轻设计师开始关注可持续面料。

TUYUE’s founder and designer Yang Yingying has been dedicated to sustainable fashion ever since she created her brand in 2008. This season, Yang designed a new collection of nearly 68 designs, with the inspiration coming from vintage wedding dresses of the 1920s. Yang aims to create a fashion world that explores the intimate relationship between different people. As an environmentally conscious company, TUYUE has an entire department devoted to the collection of rejected, or waste fabrics, Yang used a lot of these materials in her new collection.

自从2008年创立涂月后，该品牌的创始人和设计师杨盈盈就始终致力于可持续时尚的发展。杨盈盈本季设计了新系列，共68件设计，灵感来自于20世纪20年代的复古礼服。杨致力于打造一个探究人与人之间亲密关系的时尚世界。涂月重视环保理念，专门设有一个部门收集废弃的织物，杨盈盈在新系列中使用了很多这些材料。

If you see clothes with complex clipping and tailoring, that’s because we’ve used rejected fabric. We’ve also designed a special KT board for the show. The ink used in the calligraphy is actually made with carbon dioxide. It’s really cool, and I believe that "going green" can be part of everyone’s life, you just need to pay attention, and make it a habit.

你会看到很多衣服它的裁片比较复杂，就是因为我们要运用到过去用剩下的边角料，再去使用，这次还有个比较有意思的地方就是秀场的签到背景板，上面的文字用的是二氧化碳，就是一个科技公司给我做的二氧化碳的油墨，它其实也是个回收，回收了二氧化碳，然后我们把它写成字，运用在签到板上，我觉得环保应该无处不在，你有这个意愿去行使的一个行为。

WANACCESSORY at the Mode Shanghai is another example. Well-known for its iconic "owl" image, the bag brand’s founder and designer Coko Wan also used recycled nylon for her new line, which diverts waste from landfills and uses fewer resources than virgin nylon.

Basically, we’ll create a manufacturing plan based on our sales statistics of the previous two weeks to avoid waste, normally 80% of our products are sold. Also, the winter bag made with recycled nylon is another popular item, people can customize the bags with different shoulder straps, and other accessories, so that just one bag can serve many different needs.

我们每周四会有生产会，根据上二周的一个销售数据来制定一个最新的生产计划，然后每次补货都会非常少量的来补，所以我们的售罄率一一般在80%以上。再来就是这次的新系列中，我们用到了一个再生尼龙的材料，加上我们的包可以DIY，所以你无需去买很多只包，可以通过搭配配饰的方式，把一包变成千面，一包多用。

A report from the China National Textile and Apparel Council shows only 10% of the 200 million tons of waste fabrics generated in China every year are recycled. Synthetic fabrics like nylon and polyester require petroleum products to manufacture, if the recycle rate could be brought up 60 percent, that could save approximately 188 million tons of crude oil every year.

根据中国纺织工业联合会的报告，中国每年产生的2亿吨废弃织物只有10%得到回收。尼龙、涤纶等合成织物需要通过石油产品生产，如果回收率能提高到60%，每年将节约大概1.88亿吨原油。

In the future, I believe "technology", "Fashion" and "sustainability" will be the key words for Shanghai Fashion Week. We hope more and more brands and designers can explore more possibilities in the area of environmental protection, and ecologically friendly technologies to further promote the city’s economic development in the near future.

Shanghai Fashion Week will feature more than 80 fashion labels and run until September 30th.

3.PUTIN GRANTS RUSSIAN CITIZENSHIP TO EDWARD SNOWDEN

Russian President Vladimir Putin signed a decree【命令】 yesterday to list former US intelligence contractor Edward Snowden as one of dozens of foreigners to be granted Russian citizenship. It has been nine years since Snowden exposed the scale of the US National Security Agency’s secret surveillance【监视】 operations. Zhang Hong has more.

昨天（9/26），俄罗斯总统弗拉基米尔·普京签署总统令，给予数十名外国人俄罗斯国籍，其中包括了间谍斯诺登。九年前，斯诺登揭露了美国情报局的秘密监听行动。张泓为您带来更多详细报道。

The decree was published on official government websites. Although there has been reaction from Snowden, his lawyer said that Snowden’s wife would also be applying for citizenship. Snowden, a former contractor with the US National Security Agency, fled the United States and has been living in Russia since 2013 after he leaked【泄露】 classified documents detailing government surveillance programs. US authorities have been calling for his return to the United States for years so he could face charges of espionage. Russia granted Snowden permanent residency rights in 2020, paving the way for him to obtain Russian citizenship. Putin’s decree to grant Snowden citizenship quickly led to quips【嘲弄】 on social media that the whistleblower【告密者】 will soon be conscripted into the Russian army.

Is it still the belief of the administration that he is the US citizen? I’m not aware of any change in his citizenship status. Perhaps the only thing that has changed is that as a result of his Russian citizenship, apparently now he may well be conscripted to fight in Russian war in Ukraine.

Snowden’s lawyer responded to the State Department’s comments, saying his client could not be called up given he had not previously served in the Russian army.
