1.PREMIER LI OUTLINES GOVERNMENT PRIORITIES

国务院总理李强谈新一届政府施政目标和工作重点

Premier Li Qiang today pledged to focus on a people-centered development approach, promoting high-quality development, modernization and improving access to the country’s market. The new premier met the press after the closing of the first session of the 14th National People’s Congress. Zhang Yue tells us more.

新任国务院总理李强今天（3月13日）表示，新一届政府将牢固树立以人民为中心的发展思想，集中力量推动高质量发展，坚定不移深化改革开放。在第十四届全国人民代表大会第一次会议闭幕后，李强总理出席记者会并回答中外记者提问。张乐带来更多报道。

Li said the government will work hard concerning issues about people’s livelihood, noting that the ultimate【最终】 aim of the CPC and the government is to improve people’s well-being.

李强表示，政府将努力解决民生问题。他指出，中国共产党和政府的最终目的是增进人民福祉。

“客观地讲，绝大部分老百姓不会天天盯着看GDP增长了多少，大家更在乎的是住房、就业、收入、教育、就医、生态环境等身边具体事。政府工作就是要贴近老百姓的实际感受去谋划、推进，真正做到民有所盼、政有所为。”

“Most people do not keep their eyes on GDP growth all the time. What they care more about are the things that concern their everyday lives like housing, employment, income, education, medical services and the environment. Therefore, the government must always plan and carry out its work in light of what people feel, and act according to their aspirations.”

Li said achieving this year’s GDP growth target of around 5 percent on the current high base of economic output is no easy task and requires redoubled efforts. He said an emphasis will be placed on ensuring stable growth, employment and prices. With 11.58 million college graduates expected to enter the work force this year, the premier said the central government will support job creation programs. Li also said the country’s human resources are a great strength as nearly 900 million people are of working age, while about 15 million join the workforce annually.

李强表示，在中国经济总量的高基数基础上，今年要实现5%左右的国内生产总值增长目标绝非易事，需要倍加努力。他指出，重点是确保稳增长、稳就业、稳物价。今年预计将有1158万高校毕业生进入劳动力市场，总理表示，中央政府将进一步加大就业政策的支持力度。李强还表示，我国有近9亿劳动力，每年新增劳动力都超过1500万，人力资源丰富是中国的突出优势。

“我国接受高等教育的人口，已经超过2.4亿，每年新增劳动力的平均受教育年限已经达到14年。因此可以说，我们的“人口红利”并没有消失，“人才红利”正在逐步形成，发展的动力依旧强劲。”

“More than 240 million people have completed higher education, and the average length of education among newcomers into the workforce has increased to 14 years. A healthy supply of human resources remains strong. The demographic【人口】 dividend has not disappeared, and the talent dividend【红利】 is in the making.”

As for relations with the United States, Li said China and the US can and must cooperate, and there is much to be achieved if the two countries work together.

有关中美关系的具体问题，李强表示，中美可以合作、也应该合作，中美合作大有可为。

2.U.S. FEDERAL REGULATORS ANNOUNCE PROTECTION FOR SVB DEPOSITORS

美国政府采取“非常规措施”确保硅谷银行等存款机构储户资金安全

The US Federal Reserve, the Treasury Department and the Federal Deposit Insurance Corporation announced a series of measures so depositors of the failed Silicon Valley Bank will have access to their funds, as well as to protect other banks. Ying Junyi has more.

美国联邦储备委员会、美国财政部和美国联邦存款保险公司发表联合声明，宣布采取一系列行动确保硅谷银行等存款机构储户的资金安全。记者应俊一带来详细报道。

The Federal regulators said that depositors of the Silicon Valley Bank will have access to all of their money starting from March 13. They also announced a new "Bank Term Funding Program" to make additional funding available "to eligible depository institutions to help assure banks have the ability to meet the needs of all their depositors【储户】." The regulators said they are also considering a wide range of other options but that a bailout for SVB isn’t one of them.

联邦监管机构表示，从3月13日起，硅谷银行储户将可以支取他们所有的资金，同时推出一项新的银行定期融资计划，向符合条件的储蓄机构提供额外资金，以确保银行有能力满足所有储户的需求。监管机构表示，他们也在考虑一系列其它选择，但是对硅谷银行的救助不在其中。

“Let me be clear that during the financial crisis, there were investors and owners of systemic large banks that were bailed out, we are certainly not looking. But we are concerned about depositors and are focused on trying to meet their needs.”

Silicon Valley Bank, mostly serving technology startups and their staff, failed on Friday and was taken over by the government, after the lender announced that it had sold some securities at a huge loss to boost liquidity【资产流动性】. That triggered depositors to withdraw 42 billion US dollors from the bank in just one day.

Michelle Yeoh won the Academy Award yesterday for best lead actress for her role in "Everything Everywhere All at Once", becoming the first Asian woman to win in the category.

The big-hearted sci-fi action-adventure film about an exhausted Chinese American woman who can’t seem to finish her taxes took home Best Picture. Yeoh, who was born in Malaysia, got her start in the kung fu cinema world, but rose to stardom in 1992 as Jackie Chan’s co-star in "Super-cop". American audiences got to know her even better over the next decade with hits like the James Bond flick "Tomorrow Never Dies" and Ang Lee’s "Crouching Tiger Hidden Dragon".
