上海海关通关保障措施有力 芯片分拨能力持续释放
Shanghai is an important base for China's integrated circuit【集成电路】 industry chain. The market value of the city's semiconductors hit 250 billion yuan last year, roughly one quarter of the industry's output value nationwide. That gives the tiny chips big importance, and Zhang Shixuan finds out how the sector has been struggling to recover from big problems that have been facing it since the new Covid outbreak.

It's what's inside them that's important - a variety of chips crucial to many industries, and that are urgently needed by manufacturers at home and abroad. But how do you get them to the customers?

As the semiconductor trade is highly reliant on airfreight, the limited airfreight capacity during the outbreak has brought problems to the sector, especially during April. But this distribution center in the comprehensive bonded zone【综合保税区】near Shanghai's Pudong International Airport, which was amomg the firms prioritized to resume operation in the city, has already gotten its business back to 80% of normal.
由于半导体贸易高度依赖空运，疫情期间，尤其是在4月份有限的空运能力给该行业带来了困难。但是，位于上海浦东国际机场附近综合保税区的这个配送中心，作为上海市最先复工的企业之一，其业务已经恢复到正常情况下的80%。

We have been gradually resuming our operations since the end of April. In half a month, we managed to clear all our previous orders. And we are now working with our clients' new urgent demands. The automobile industry had already been suffering from chip shortages, and that became more acute after the outbreak. We have been working hard to resume our output. Our upstream and downstream clients all have very big demands for semiconductors【半导体】, some even rushing out orders during the outbreak. So we expect that after the COVID situation recovers, order numbers will continue reach record highs.
我们4月底逐步复工复产，经过半个月的努力，把之前的订单都消耗完成了，现在在处理新的客户紧急需求。前段时间汽车行业一直受到国外影响，芯片一直紧缺，疫情发生之后，这个情况更加明显和突出。我们在尽可能恢复产能。上下游用户对于半导体需求量非常大，在疫情期间甚至出现了抢购潮，所以我们疫情恢复了之后，可能订单量持续创新高。
Workers at the warehouse under closed-loop management are now putting in 12 hours a day to meet the heavy demand. And it's not just the warehouse lines that have been kept busy, Customs officers have also been on duty 24 hours a day to ensure smooth clearance at the distribution center. They've been under a lot of pressure too.

From the time an order comes in, it now takes just one day for the cargo to go from the production line and pass customs clearance. In the past it would have taken about two days.

Since March 28th, Customs at the Shanghai Pudong International Airport Free Trade Zone has completed customs clearance for 22,000 loads of high-precision equipment at the comprehensive bonded area close to the airport. And that includes plenty of integrated circuits.
自3月28日以来，上海浦东国际机场保税区海关在靠近机场的综合保税区完成了22000件高精度设备的通关。而这其中也包括大量的集成电路。

The Customs Office in the Shanghai Pudong Airport Free Trade Zone has launched a green channel【绿色通道】 to accelerate customs clearance approvals and conduct faster checks, to fulfill customs clearance demands for integrated circuit industrial and supply chains service providers. We help them complete customs clearance within 24 hours, without delays. Integrated circuits products usually have very high requirements for customs clearance time efficiency. And in addition to staying staffed 24 hours a day, we have also strengthened our connections with the companies. 浦东机场海关启动了绿色通道，加快通关审批，实施加急查验，最大限度满足集成电路产业链供应链的通关需求，实现24小时通关无延时。集成电路产品对通关时效要求非常高，除了24小时在班职守，我们也会加强和企业联系。
Last Wednesday, Shanghai Customs unveiled another 12 measures to further support business resumption in the city while ensuring the safety and stability of industrial supply chains. They include an expansion of green channel services for all supply chains serving industries like integrated circuits, biomedicines, and automobile manufacturing.
上周三（5月18日），上海海关为进一步支持企业复工复产，推出新一轮保障产业链供应链安全稳定的12条新举措。其中包括做大集成电路、生物医药、汽车制造等全产业链“绿色通道”。
2.SHANGHAI PLEDGES MORE CREDIT SUPPORT TO STABILIZE ECONOMY
上海将全力确保信贷平稳增长
Shanghai's is expected a surge in bank loan as increasing number of enterprises are going to resume operation in the coming weeks. Affected by the Covid-19 lockdown, bank loans have been tumbling since April. RMB loans for both individuals and companies combined dropped by 56.5 billion yuan in April and the downward trend continued in the first 20 days in May. PBOC's Shanghai headquarters called for more credit supports from commercial banks and vowed to grant each bank bigger say in terms of major loan projects, approval rights and pricing power. The central government have pledged this week to increase credit issuance and enhance financial support for key businesses and fields.
由于越来越多的企业将在未来几周内复工复产，上海的银行贷款预计将出现强劲增长。受到疫情影响，4月信贷数据出现超预期低迷。4月份，就上海地区来看，人民币贷款减少了565亿元。5月以来，截至前20天，上海地区信贷总量仍是负增长。中国人民银行上海总行呼吁商业银行提供更多的信贷支持，并表示将把重大信贷项目的审批权以及价格权限，下放至上海分行。中央政府本周已承诺增加信贷发行，并加强对重点企业和领域的金融支持。

City officials say that some 2,700 outlets of the city's 178 restaurant chains have begun offering delivery and takeout services, one third of the total number of outlets run by these companies. Lei Shuran has more.

With the city gradually easing restrictions【限制】, businesses in the food and beverage【饮料】 sector have resumed operations, though dine-in services are still prohibited. Customers entering the venue must wear masks, scan the venue code, show a negative 48 hour PCR test results, maintain social distance, and have their temperature taken before entering the site. All restaurants must be disinfected three times a day and be properly ventilated【通风】.
随着上海逐渐放宽疫情管控措施，餐饮业的企业已经恢复营业，但是仍然不提供堂食。到店顾客必须戴口罩，扫描“场所码”，出示48小时阴性核酸证明，保持安全距离，并在进店前测量体温。所有餐厅必须每天进行三次消毒，并保持适当的通风。

All orders must be sealed with a food safety label, whether it was ordered online or by a customer entering the shop for take away. Restaurants must check the e-pass of each delivery rider and COVID-19 protection equipment to prevent cross-infection.
无论是网上订购的还是顾客进店购买的，对外卖品类都要严格执行“食安封签”管理。餐厅要查验取餐快递骑手的电子通行证，落实防止交叉感染的各类防护措施。
Around 18,000 people working in the F&B sector have returned to work, accounting for 12 percent of the total. Lai pointed out that food and beverage businesses must implement closed-loop management for their personnel. Employees are also required to take PCR and antigen tests every day.
餐饮业员工返岗数约1.8万人，占比12%。赖晓宜指出，餐饮企业必须对人员实行闭环管理，员工必须每天进行核酸和抗原检测。
