1.FIRST CIIE EXHIBITS ARRIVE IN SH
进博会首批展品昨天抵沪
The first CIIE exhibits containing 25 pieces of jewelry arrived at Pudong International Airport yesterday. They were allowed to enter after being examined by customs officers. Zhang Hong tells us more.
第五届中国国际进口博览会首批进境展品——25件珠宝艺术作品昨天（9/20）运抵上海浦东国际机场，经海关审查后顺利入境。记者张泓带来更多详细报道。
At the Exhibition Division of Shanghai Customs, an officer reviewed and approved a company's declaration form. The exhibits were allowed in after Pudong International Airport received Custom's approval. The entire process was completed online.
在会展中心海关，海关关员审查并批准了某公司的申报单。在浦东国际机场收到海关的批准后，展品被放行，整个过程都在线上完成。

After the exhibits arrived in Shanghai, Customs approved our declaration yesterday morning and we picked up the goods in the afternoon.
该品抵沪后，我们于9月20日上午在会展中心海关进博专窗完成申报放行，并于下午提货。
The 25 pieces of jewelry are valued at 560 million yuan, making them the most valuable set of exhibits in the CIIE's history. They will be stored in a warehouse【仓库】 until being moved to the CIIE venue. This year, Shanghai Customs launched a new management system for items that will only be in the country temporarily. A company only needs to hand in an application once and will be allowed to submit a detailed list of items later. A Shanghai Customs official said they want to make sure customs clearance is fast and convenient for CIIE exhibits.
这25件艺术珠宝，申报货值达5.6亿元人民币，是进博会史上单批价值最高的展品。这些展品将暂时存放在一个专门的仓库中，直到被转移到中国国际进口博览会会场。今年，上海海关新上线“暂时进出境货物管理系统”，采取“一次备案、分批提交清单”的方式完成海关备案手续。上海海关表示，他们希望为进境展品提供便捷、高效的通关服务。

We're expecting CIIE shipments to peak in October. They will arrive via air, land and sea. Shanghai Customs will do its best in terms of policy implementation, on-site supervision, customs clearance and pandemic control to ensure the 5th CIIE is a complete success.
参会展品将在10月迎来进境高峰，届时来自世界各地的展品，将通过海运、空运、中欧班列等多种方式进境。上海海关将重点在政策支持、现场监管、通关便利以及疫情防控等四个方面精益求精，保障第五届进博会在上海成功举办。
The CIIE is scheduled from November 5th to 10th in Shanghai.

2.JOINT SAFETY INSPECTIONS CONDUCTED IN YANGTZE RIVER DELTA
长三角水域交通联合执法
Law enforcement officers from Shanghai and neighboring Wujiang in Jiangsu, and Jiashan in Zhejiang today conducted a safety check of Taipu River. Officials said they were focusing on ships transporting hazardous【危险的】 cargo or polluting the river. Zhang Yue finds out more.
今天（9/21），执法人员在上海青浦、江苏吴江和浙江嘉善通过“异地同检”的模式对太浦河进行了安全检查。执法人员表示，他们将对道路危险品运输、船舶污染等重点领域开展检查。记者张乐带来更多详细报道。
At an inspection station at Changhushen channel in Qingpu District, law enforcement officers were checking a cargo ship that was carrying 1,100 tons of cargo from Zhejiang.

Officers said the owner of the ship, Mr. Zhao, was running errands【差事】 in Zhejiang, so he got his father to make the delivery. Zhao will be fined 20,000 yuan for allowing his ship to be operated by an individual who wasn't licensed for such large shipments. The officers also found a problem with the ship's legal document. However, officers won't fine Zhao for this violation since a new regulation went into effect yesterday. It states that officers only need to educate an individual over minor infractions【违法行为】 that do not cause harmful consequences. At a safety inspection spot on the G318 National Highway, a truck driver forgot his driver's license. Inspectors verified his license with an online database.
执法人员说，该船的船主赵先生在浙江下船办事，把船交给了他的父亲来上海送货。由于赵先生让不具有驾驶资格的人来进行大型运输，他将面临2万元行政罚款。执法人员进一步检查发现，该船的船舶法定文书记录不全，但由于昨天（9/20）开始实施的一项新法规——首次发生此类违法行为，且未造成危害后果的不予处罚，可对当事人进行法制教育——执法人员不会对赵先生的这一违规行为进行罚款。在G318国道的一个安全检查站，一位货车司机忘记携带驾驶证，执法人员利用在线数据库核查了他的电子驾驶证。

Russian-controlled regions of eastern and southern Ukraine yesterday announced plans to hold referendums【全民公投】 between September 23rd to 27th where they will choose to join Russia. Stephen Rancourt has the story.
俄罗斯控制下的乌克兰东部和南部四个地区昨天（9/20）宣布，将在本月23日至27日举行全民投票，决定四地是否并入俄罗斯联邦。记者Stephen Rancourt带来更多详细报道。

On the same day, the administrations of the Russian held regions of Kherson and Zaporozhye announced they had also decided to hold a referendum on joining Russia. Luhansk and Donetsk together form much of the Donbas region, where over 80 percent of its residents are reported to be in favor of the referendum.

Russian Foreign Minister Sergei Lavrov said yesterday that it was up to the people living in the Ukraine if they wanted to hold referendums on joining Russia. However, Ukraine's chief diplomat dismissed the idea, calling it a Russian move to annex【强占】 parts of his country. U.S. national security adviser Jake Sullivan said Washington rejects any such referendums "unequivocally【明确的】", the European Union also condemned the plan, saying the bloc would not recognize the outcome of the referendums, and would consider further measures against Russia if it went ahead with the vote.
俄罗斯外长拉夫罗夫表示，如果生活在乌克兰控制地区的人们想就加入俄罗斯举行公投的话,那么这取决于他们自己。然而，乌克兰外长驳斥了这一想法，称这是俄罗斯吞并其国家部分地区的举动。美国国家安全顾问沙利文昨天（9/20）表示，华盛顿“明确”拒绝任何此类公投。欧盟方面也谴责这一计划，称不会承认公投的结果；如果公投继续进行，将考虑对俄罗斯采取进一步措施。
