1. CONSTRUCTION STARTS ON 72 PROJECTS IN LINGANG

总投资1530亿元！积塔半导体车规级芯片扩产等72个项目在临港开工

Construction started today on 72 major projects in Lingang with a total investment of 153 billion yuan. After celebrating its third anniversary, Lingang is forging ahead to upgrade its industrial layout【布局】. Zhang Hong tells us more.

今天（8/22），总投资约1530亿元的72个重点项目在临港启动建设。建成三周年之际，临港继续大力推进其产业布局升级。记者张泓带来更多详细报道。

GTA Semiconductor launched the second phase of its automobile chips plant. It is expected to produce about 300,000 chips each month by 2025. The company said the project was launched to make breakthroughs in domestic automobile chip manufacturing.

作为重点集成电路企业，积塔半导体将启动先进车规级芯片二期项目，预计到2025年，其总体月产能可多达30万片芯片。该公司表示，启动这一项目是为了解决国产汽车芯片制造技术瓶颈。

New energy vehicles require many power processing and management chips, MCU and sensors. We hope the technological upgrade will become an example for this sector in China.

新能源车的特点是使用了很多的功率芯片和功率管理芯片以及MCU微控制器和传感器。我们希望在这个技术升级平台上能够为国内产业作出一些示范性作用。

So far, 140-billion-yuan worth of smart new energy vehicles have been built in Lingang, accounting for 80% of Shanghai’s total. At Dishui Lake, the second phase of Finance Bay also started today. Its first phase has already 700 projects with over 120 billion yuan in registered capital.

目前，新片区智能新能源汽车产值规模已突破1400亿元，约占上海五分之四。今天（8/22）滴水湖金融湾二期项目也启动建设，而两年前开工建设的一期，已引入项目700多个，实现注册资本金超1200亿元。

After two or three years, Finance Bay will stretch【延伸】about 2 kilometers and along Dishui Lake and it will become another financial hub in Shanghai after Lujiazui and the Bund. A new financial development layout will be formed.

经过两三年发展，金融湾将沿着滴水湖延伸约2公里，成为上海继陆家嘴、外滩之后的又一个金融中心，从而形成（"一城一带一湾"）新的金融发展格局。

In Yangshan Special Comprehensive Bonded Area, an international bonded center will be set up. The center is expected to attract R&D, maintenance, and processing businesses.

此外，在洋山特殊综合保税区还将建立洋山国际保税中心。未来，这里将成为保税研发、保税维修、保税加工等创新型产业的集聚区。

The concept here is, bonded area plus new businesses. What’s special about the bonded area is that it’s more than storage and logistics and that it has expanded into other areas related to offshore settlements and businesses with raw materials and final products overseas.

这是“保税+”的概念，即保税区加上新业务。其特别之处在于它设计的不仅仅是仓储和物流，还扩展到了其他与离岸结算以及海外原材料、最终产品等业务相关的领域。

640 projects are now under construction in Lingang including commercial complexes, roads and housing. About 60,000 construction workers are in Lingang building the projects.

截至目前，临港在建项目多达640个，涉及商业综合体、道路和住宅等，建筑产业工人规模达6万人。

2. RESERVOIRS, WATER PUMPS USED TO SAVE CROPS ACROSS CHINA

Farmers in Hubei, Sichuan and Guizhou are working to save their crops after a lack of rain and high temperatures have made for a difficult growing season. Zhang Hong has more.

高温少雨叠加，多地农作物受灾。湖北、四川以及贵州等地纷纷采取措施，全力抗旱保粮。记者张泓带来更多详细报道。

In Hubei, more than 5,300 square kilometers of middle-season rice is in the flowering stage. Middle-season rice paddies【稻田】 cover the largest area among all crops in the province and have the highest per unit area yield. Agricultural experts have been offering help to eight hard-hit regions.

眼下，湖北全省近八百万亩（约5300平方千米）中稻进入对水分最敏感的抽穗扬花期。中稻是湖北省面积最大、单产最高、占比最重的粮食作物。农业农村部、湖北省农业农村厅的专家已经组成多个分队，在湖北8地旱情最严重的地区进行技术帮扶。

We can use drones to spray water on crops and also use fertilizer to reduce the impact of high temperatures on crops.

Drought has hit more than 4,600 square kilometers of grain fields in Hubei. In Meishan City, Sichuan, downstream fields were irrigated with water from reservoirs. Water was pumped to fields that were too far from the reservoirs.

目前，湖北农作物因旱受灾面积700多万亩（约4600平方千米）。此外，四川眉山部分地方发生旱情，眉山市彭山区多个水库连日来同时开闸放水，对下游灌区农田进行抗旱保灌，针对自然水渠不能到达的田地，当地调动水利设备，通过提灌抽水等方式解决用水问题。

We planted corn, but the stalks have withered. The water conservancy bureau offered us water pumps for irrigation. We then planted peanuts, and we managed to save the plants. We’re hoping for a regular yield this year.

So far, 200 million cubic meters of water have been released from 290 reservoirs in Meishan to irrigate cropland. In Majiang County, Guizhou Province, a fish pond in a rice field started to run dry. Farmers and other villagers dredged ditches【沟渠】and bought water pumps【泵】 to refill the pond.

截至目前，眉山全市290个水库已引水、调水、提水、放水约2亿立方米。受持续高温影响，在贵州麻江县龙山镇干桥村，百余亩稻田养鱼示范基地开始干涸。龙山镇组织干部群众深入田间地头，通过疏通沟渠、修复应急渠道、采购农用水泵等方式，全力保障农田需水。

In a television interview on Rossiya-1 yesterday, Russian Defense Minister Sergei Shoi-gu said that Russia has used the hyper-sonic Kin-zhal missile three times in Ukraine to hit highly important targets. Stephen Rancourt has the story.

昨天（8/21），俄罗斯国防部长谢尔盖·绍伊古在接受俄媒采访时表示，俄军在对乌特别军事行动中，三次使用"匕首"高超音速导弹打击重要目标。Stephen Rancourt带来更多详细报道。

Shoigu mentioned that the Kinzhal is able to change its trajectory both in vertical and horizontal planes in flight, adding it is impossible to detect or intercept【拦截】.

绍伊古表示，“匕首”高超音速导弹飞行的过程中，在垂直和水平面上都能改变其飞行轨迹，因此几乎不可能实现拦截。

The Kinzhal is a hypersonic missile, it travels at speeds 10 times the speed of sound, more than Mach 10. It can change its trajectory in both the vertical and horizontal planes while in flight. It is virtually impossible to stop, and we use it to strike at especially important targets.

"匕首"是一种高超声速导弹，其飞行速度是声速的10倍，超过10马赫。在飞行过程中，它可以在垂直面和水平面上改变飞行轨迹，因此它不会在中途停下来。俄军用它来打击特别重要的目标。

In addition, Shoigu said the latest Su-57 fighters have performed brilliantly in Ukraine in terms of weaponry. He added the aircraft uses stealth technology, has a supersonic cruising speed, and carries in-fuselage armaments. The Russian military is also studying Western military equipment seized from Ukrainian forces to develop countermeasures. Speaking in a video address on National Flag Day, Russian President Vladimir Putin today said Russia was firm in its international pursuit of the country’s interests as it protected its traditional patriotic values.
