President Xi Jinping has instructed the Chinese military&`&s rocket force to continue to build itself into a strong and modern rocket force.
Xi is also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission. He made the remarks during an inspection of the People&`&s Liberation Army&`&s Rocket Force, as he congratulated the first PLA Rocket Force Party congress.
President Xi described the force as a "core of strategic deterrence, a strategic buttress to the country&`&s position as a major power, and a cornerstone on which to build national security."
The PLA Rocket Force was established at the end of last year, part of a wider military structural reform drive. Xi conferred the military flag on the Rocket Force at its inauguration ceremony held in Beijing on Dec. 31, last year.
The president said that amid the changing international situation and major challenges to national security, the Rocket Force has played an irreplaceable role in containing war threats, ensuring a secure and favorable strategic posture for China, as well as maintaining global strategic balance and stability.

A multi-department circular on fighting telecom and Internet fraud has been issued, tightening preventive measures and ordering police to hunt down perpetrators.
The circular made it obligatory for telephone accounts to be registered using real identity information. It was jointly issued by related government departments including the Supreme People&`&s Court, the Ministry of Public Security, and the People&`&s Bank of China.
The circular said all telecom service providers must make sure that 100 percent of the country&`&s telephone accounts are registered under real identities by the end of this year and suspend the use of accounts without real identity registration.
In the banking sector, the circular prolongs the period of time needed for money to be transferred from an account holder to another via ATM, or Automatic Teller Machine, to 24 hours. The new measure will go into effect on Dec 1.
In telecom fraud, swindlers often trick victims into transferring money to their accounts via ATM. In some cases, money in transfer can be frozen if victims call the police in time.
The circular aims to crack down on leaking and trade of personal information. It allows law enforcement to delete, monitor and block Trojan horse and other malicious software and personal information disseminated online.
Websites or Internet accounts found to be at fault will be shut down, and perpetrators may be subject to criminal penalties.

A trial program to test the issuance of a single, unified work permit for foreigners is expected to ease the burden of employment in Shanghai for highly skilled expats. Starting in October, the program will replace the current system under which two government entities have issuing authority.
The trial was highlighted in a recently released notice about further deepening of measures to attract more foreign talent to speed up the development of the scientific and technological innovation hub.
Until now, the State Administration of Foreign Experts Affairs has been responsible for issuing a certificate qualifying some individuals to work in China, while local labor bureaus issued their own work licenses to authorize others.
In the pilot program, highly skilled applicants will not need to submit applications before entering the country, and only need to complete an online application after being recruited to work in Shanghai.
Expats who have applied at least twice for a one-year work permit will be eligible for a five-year work permit, making the process more convenient for them.
In July last year, 20 measures including 12 released by the Exit-Entry Administration Bureau of the Shanghai Public Security Bureau reduced complexity for highly skilled overseas passport holders. Meanwhile, the length of an overseas talent residence permit was extended to 10 years, opening Shanghai&`&s door wider to the world.
