Recently, New York's Governor Hochul delayed implementing, at the very last minute, the much anticipated congestion pricing scheme for NYC, which would charge drivers to cross into Manhattan's Central Business District between the hours of 5 a.m. to 9 p.m. on weekdays, and from 9 a.m. to 9 p.m. on weekends.
