In his 40-year career in the public service, Joe Halstead, a leader in the business and recreational sectors of the City of Toronto and the Province of Ontario who is now retired, says he has never taken on a role which did not provide him with satisfaction. Some, he says, may define that as being successful. He served as Commissioner, Economic Development, Culture and Tourism, City of Toronto (1998-2006) and the Commissioner of Parks, Recreation and Culture (North York 1994-1998). Before that he spent 24 years with the Government of Ontario in a broad range of management positions, rising to the position of Assistant Deputy Minister in the Provincial Ministry of Culture, Tourism and Recreation. A prolific volunteer, he was the former Chair of the Festival Management Committee, organizer of the Toronto Caribbean Carnival, and was the Co-Chair of the Jamaica 50th Anniversary Steering Committee, Toronto Chapter in 2012. Recently, the Black Business and Professional Association announced that he is the recipient of the Lifetime Achievement Award at its prestigious 40th Anniversary Harry Jerome Awards this year.
