1.LAWMAKERS DISCUSS CREATING BARRIER-FREE ENVIRONMENT FOR DISABLED

无障碍环境建设条例（草案）提交审议代表热议“有爱无碍”

City officials started drafting legislation【法律】for building barrier-free environment for people with disabilities. Lawmakers discussed the draft during the first session of the 16th Shanghai People’s Congress. Song Wenjing has the story.

《上海市无障碍环境建设条例（草案）》提交上海市第十六届人民代表大会第一次会议审议，引发代表们热烈讨论。记者宋文婧带来更多详细报道。

Lawmaker Qiu Hong suggested focusing on adding barrier-free facilities in old residential complexes. About 47 percent of people are seniors in Yinhang Subdistrict, Yangpu District, where she works. Qiu said the construction of barrier-free facilities can be combined with the renovation of old residential complexes.

市人大代表邱红建议，重点增加老旧小区的无障碍设施。她所在的杨浦区殷行街道，老龄化比例高达47%。邱红代表建议，老旧小区的无障碍改造，还可以结合美丽家园建设一起进行。

“When renovating old residential complexes, some senior-friendly facilities can be added. For example, handrails【扶手】are not enough for seniors when they go up and down stairs.A chair can be added on each floor or every two floors to allow them to have a rest.”

“在美丽家园的建设中，可以嵌入一些为老服务设施。例如，老年人上下楼梯时，有扶手还不行，可以在每层楼或每两层楼加一把椅子，让他们有机会休息。”

Another lawmaker said apart from facilities, public service for the disabled should also be considered.

此外，对于构建“无障碍友好”社区，徐普宝代表建议，在社区事务办理等方面，要推出更多人性化举措。

“The need for communication is huge in public services. At public service centers, staff there should learn sign language to be able to communicate face to face, or write on electronic screens to communicate with people with hearing disorders.”

“公共服务当中是会有大量的信息交流需求。在我们基层一些公共服务的窗口，工作人员要学习手语，以便能够面对面地交流，也是可以通过电子屏，通过书面的方式，通过文字来帮助听力障碍的人士来了解。”

One lawmaker said apart from residential complexes, some public venues should also increase barrier-free facilities such as parking spaces for the disabled.

除了居民小区，一些公共场所也需要提升无障碍环境建设，金晶代表对无障碍停车位提出了自己的看法。

“Parking spaces for the disabled should be close to elevators, entrances or exits. Sometimes we can see a barrier-free parking space at a corner.”

“这个停车位应该是在靠近电梯，或者在停车场出入口，这样比较方便的位置。但是很多时候，我们看到无障碍的停车位的设置，是在一个角角落落。”

In 2003, Shanghai became the first city in the nation to issue regulations covering barrier-free facilities.

2003年，上海发布了全国第一部无障碍建设地方性法规。

2.LAWMAKER WANTS FASTER APPROVAL PROCESS FOR ANTIVIRAL DRUGS

代表热议沪研新冠药VV116建议推动“快审快批”

VV116, a homegrown antiviral COVID-19 drug, has completed three phases of clinical trials. During the first session of the 16th ShanghaiPeople’s Congress, lawmakers suggested Shanghai use its advantages in the biomedicine industry to create a better environment for research and development of antiviral drugs. Song Wenjing has the story.

国产抗新冠药物VV116已完成三期临床试验。在上海市第十六届人民代表大会第一次会议期间，市人大代表建议，上海要充分发挥生物医药产业研发、制度优势，加速推动国产抗病毒药物临床研究和上市。记者宋文婧带来更多详细报道。

VV116 has shown improved performance during the early onset of Omicron infections. The drug is now being given to volunteers with COVID in an extended clinical trial at Shanghai Ruijin Hospital. This comes after seven hospitals in Shanghai completed three phases of clinical research on the drug in the first half of 2022.According to a scientific study published in the New England Journal of Medicine last month, VV116 is as effective as Paxlovid in increasing the speed of clinical recovery.

VV116对于奥密克戎病毒感染重症化具有预防作用。在上海的七家医院在2022年上半年完成该药物的三个阶段的临床研究之后，目前，在上海瑞金医院的一项扩展临床试验中，正在使用VV116临床治疗新冠感染志愿者。根据上个月发表在《新英格兰医学杂志》上的一项科学研究，VV116在提高临床康复速度方面疗效等同于利托那韦片。

“According to the result of three phases of clinical trials, VV116 was not inferior to some overseas coronavirus drugs, and it can even be considered as a better option.”

“根据三期临床试验的结果，VV116抗新冠病毒的药物，不亚于国外抗新冠的药物，而且甚至某些方面还好于国外的产品。”

Some lawmakers suggested the government work to streamline【精简】the approval procedure once it’s been determined the drug is safe and effective, allowing it to reach the market quicker and giving doctors another tool to help patients when future waves of COVID emerge.

部分市人大代表建议，一旦确定该药物安全有效，政府应在快速审核、审批和上市的相关流程上作出努力，推动VV116尽早推广应用，在未来新冠疫情感染高峰时给医生提供另一种治疗方案。

US president Joe Biden said he was“surprised” when he was informed that government records with classified markings were found at one of his former offices in Washington. Lei Shuran has more.

Biden made the statement earlier this week in Mexico City during the North American Leaders’Summit, adding that he didn’t know what was in the documents, and the National Archives was called immediately after the discovery.
