多国向土耳其及叙利亚地震灾区派遣救援队并提供援助

Countries including China, the United States and those in the Middle East have pledged【承诺】assistance to Turkey and Syria after powerful earth-quakes rocked large areas along the Turkish-Syrian border. Tang Xiaofan has more.

UN Secretary-General António Guterres yesterday expressed condolences【哀悼】 over quakes that hit Turkey and Syria. He also called for humanitarian aid at the start of a General Assembly meeting.

联合国秘书长古特雷斯当天通过发言人发表声明对遇难人士表示哀悼并在联合国大会会议上呼吁各方提供人道主义救援。古特雷斯表示许多灾民生活在援助难以进入的地区，原本就亟需大量人道主义援助，地震使得本已严峻的人道救援形势雪上加霜。

Chinese Foreign Ministry spokesperson Mao Ning said today that the Chinese government has activated its emergency humanitarian aid mechanism.

“We will provide 40 million RMB in emergency aid to Turkey first, including dispatching heavy urban rescue teams and medical teams, and providing relief materials urgently needed by the Turkish side. We are coordinating the provision of urgently needed relief supplies to Syria and speeding up the implementation of ongoing food aid projects.”

“中方首批将向土耳其提供4000万元人民币的紧急援助，包括派遣重型城市救援队、医疗队，并提供土耳其方面急需的救灾物资。我们正在协调向叙利亚提供叙方急需的救灾物资，并加快落实正在实施的粮食援助项目。”

In response to are quest from the Turkey government, China has sent an 82-member team to help with relief efforts. The team left Beijing this afternoon(02/07) and brought four sniffer dogs, as well as 21 tons of emergency supplies. The Turkish government said 65 countries and regions have offered assistance, including Iran, Israel and other Middle Eastern countries. The European Union has sent 10rescue teams. US President Joe Biden promised to send "any and all" aid needed to help recover from the earthquakes. A Chinese NGO rescue team setoff from Hangzhou, Zhejiang Province this morning to join the relief work.

2.CHATBOT TOOLS SPARK CONTROVERSY

Online search giant Baidu’s shares surged over 15 percent in Hong Kong after the company said it will launch an artificial intelligence chatbot service named "ERNIE Bot", which is being tested internally and likely to be released in March. The announcement comes after the popularity of ChatGPT has surged. Now Bei tells us more.

ChatGPT was developed by US-based Open AI and is a new AI chat-bot tool that can generate human-like text based on input. It has an estimated 100 million monthly active users since debuting on November 30th, making it the fastest growing internet application in history. It has caused a sensation for its ability to write essays, poems or program code on demand within seconds. Google said yesterday it will release a conversational chat-bot named Bard. Experts said developing a Chinese-language chat-bot service is complicated.

ChatGPT是由美国“开放人工智能研究中心”（Open AI）研发的一款聊天机器人程序，于去年11月30日上线，两个月后，其月度活跃用户数已达到了1亿，成为史上用户增长速度最快的消费级应用程序。ChatGPT的功能十分强大，可以在几秒钟内按照要求写出文章、诗歌或程序代码，引发众多关注。就在昨天（02/06），谷歌表示它将发布一个名为巴德的对话式聊天机器人。此外，我国专家表示，开发中文聊天机器人的过程将更为“复杂”。

“Chinese datastarted later than English, and the structure of Chinese is more difficult thanEnglish. Also, the volume of accumulated data in Chinese is less than that inEnglish. As a result, there will be a gap between Baidu’s Ernie Bot andChatGPT.”

“这是由于三方面的原因：第一是依托中文的智能聊天数据，本身就比英文的数据起步得晚；第二在于中文语言的数据解析要比英文更加复杂；第三点则是中文语言的数据积累量，要比英文数据的积累量少，因此从算法和数据这两个角度来说，百度将要推出的文心一言和ChatGPT还是有一定差距的。”

Some also raisedconcerns that ChatGPT may trigger problems like cheating or plagiarism. Citieslike New York and Los Angeles in the United States have already banned its usein classrooms and on school devices, as students can use it to do homework andother assignments. The US journalScienceannounced it had banned theuse of text from ChatGPT, andNaturebanned listing it as co-author.However, some professors said rather than ban the AI tool, they will teachstudents how to use it properly.

3.CHINESE, AUSTRALIAN COMMERCE MINISTERS DISCUSS IMPROVING TIES

China’s Commerce Minister Wang Wentao and his Australian counterpart held a virtual meeting yesterday, exchanging views on how to address each other’s economic and trade concerns. It’s the first meeting between the two countries’ trade ministers since 2019, and Wang said they should work together to inject more positive energy into bilateral【双边的】 economic and trade cooperation.

昨日（02/06），中国商务部部长王文涛应约与澳大利亚贸易部长法瑞尔举行视频会谈。双方就落实两国领导人印尼巴厘岛会晤重要共识，妥善处理彼此重点经贸关切，规划发展中澳经贸下阶段关系等进行了专业、务实、坦诚的交流。这是自2019年以来两国贸易部长的首次会晤，王文涛说，他们应该共同努力推动中澳经贸关系重回正轨。

He reaffirmed that China is willing to restart its economic and trade exchange mechanism with Australia, while remaining highly concerned about Australia’s tightened security review of Chinese investments and operations. Wang told Australian trade minister Don Farrell that he hopes Australia will provide Chinese firms with a fair, open and non-discriminatory business environment. Farrell noted the complementarity【互补性】 between Australia’s economy and China’s and reaffirmed that trade and investment are cornerstones of the bilateral relationship, as China is Australia’s largest trading partner and an important source of investment.
