国务院机构改革方案提请审议

The State Council today submitted a plan on the reform of its institutions to the first session of the 14th National People’s Congress for deliberation【审议】. Tang Xiaofan has more.

国务院今日（3月7日）向第十四届全国人民代表大会第一次会议提交了《国务院机构改革方案》并提请审议。记者唐晓帆带来更多报道。

The central government plans to restructure the Ministry of Science and Technology. The revamped ministry will play a bigger role in mobilizing the nation to make technological breakthroughs, optimizing innovation, while also coordinating science and technology with economic and social development. According to the reform plan, the central government will also improve the Ministry of Agriculture and Rural Affairs. The elderly care work mechanism will be changed to implement the national strategy on the aging population and expand services to cover all senior citizens. The government also wants to establish a national data bureau【办公室】. The proposed bureau will be responsible for advancing the development of data-related institutions, coordinating integration, sharing, development and the application of data resources. State institutions at the central level will be tasked with reducing employees by 5 percent. If the reform plan is approved, the State Council will still consist of 26 departments and its general office.

中央政府计划重组科学技术部。改革后的科技部将在动员全国实现技术突破、优化创新、协调科技与经济社会发展方面发挥更大作用。根据改革计划，中央政府还将优化农业农村部职责。政府将完善老龄工作体制，以实施国家人口老龄化战略，并扩大服务范围，以覆盖所有老年人。政府还将建立一个国家数据库，负责推进数据相关机构的发展，协调数据资源的整合、共享、开发和应用。中央国家机关人员编制将裁减5%。按照上述方案调整后，除国务院办公厅外，国务院设置组成部门仍为26个。

Ahead of the second plenary meeting of the first session of the 14th National People’s Congress, six NPC deputies shared thoughts on space exploration, deep-sea diving, and technological developments. Zhang Yue has more.

Over the past 20 years, I have matured thanks to the help and coordination of my predecessors【前辈】. We felt that technological innovation and leap-over developments are integral to the realization of our goals. We started very late, but we have to learn from those forerunners. In the meantime, we cannot simply walk copycat the journeys of others. We have to allow innovation to play an important role.

Deputy Wan Buyan, director of the marine laboratory of Hunan University of Science and Technology, said China possesses the crucial core technologies of deep-sea diving, drilling and exploration. Deputy Jiang Peng, chief engineer of the Five-hundred-meter Aperture Spherical Radio Telescope, or the "China Sky Eye", told reporters about the telescope.

I beamed from ear-to-ear at first sight of the telescope. The project is extremely immense, precise, intricate and special, posing a huge challenge to our technical competency. I then joined the team and have been working in a far-flung mountainous region of Guizhou Province for the past 14 years.

Deputies also answered questions about science education and the development of semi-conductors.

3.CHINA URGES JAPAN NOT TO ARBITRARILY DISCHARGE NUCLEAR WASTE WATER

中国代表严厉敦促日本不得擅自启动福岛核污染水排海

During a meeting of the International Atomic Energy Agency Board of Governors yesterday, two Chinese officials urged Japan not to arbitrarily【任意地】 begin discharging contaminated【受污染的】 water from the Fukushima Daiichi nuclear power station into the Pacific Ocean. Stephen Rancourt has the story.

在昨日的国际原子能机构理事会会议上，两名中国官员敦促日本不得擅自开始向太平洋排放福岛第一核电站的污水。记者Stephen Rancourt带来更多报道。

Liu Jing, deputy director of the China Atomic Energy Authority, said that Japan’s nuclear waste water discharge plan is not the country’s private matter, but concerns the global marine environment and public health. Liu noted the IAEA has neither completed its assessment the disposal plan, nor drawn any specific conclusions, and that all three reports the agency has published so far point out the plan’s non-compliance with IAEA safety standards, and suggested improvement. However, Japan has arbitrarily approved its own plan and expedited the construction of discharge facilities, ignoring the authoritative advice of the IAEA as well as opposition from both home and abroad. He added Japan’s move is an extremely irresponsible act that has drawn grave concerns from the international community. Liu stressed that Japan’s plan to dump contaminated water into the ocean is not the only feasible way of disposal. Li Song, China’s permanent representative to the United Nations in Vienna, also said the disposal plan is a highly controversial issue that needs to be seriously and prudently addressed by the international community, and IAEA member states.

中国国家原子能机构副主任刘敬表示，日本福岛核污染水排海关乎全球海洋环境和公众健康，不是日方一家私事。刘敬指出，国际原子能机构（下称：“机构”）尚未完成对日方核污染水处置方案的评估，更未得出具体结论，机构迄今发布的三份报告均指出日方核污染水处置和监管方案存在与机构安全标准不符之处，并提出改进建议。但日方却无视机构专业权威意见和国内外反对声音，擅自批准核污染水排海计划，并加速推进排海设施建设。刘敬补充说，日本此举是极不负责的行为，已引起国际社会的强烈关注。刘敬强调，排海并不是日方处置福岛核污染水唯一可行手段。中国常驻联合国维也纳代表李松也表示，日本此方案极具争议，需要国际社会和机构成员国认真对待、审慎处理。
