两会：上海代表团提出13件议案、117件建议

The Shanghai delegation【代表团】 attending the ongoing two sessions in Beijing has submitted 13 motions and 117 proposals. 2 motions and 5 proposals were submitted in the name of the Shanghai delegation. Zhang Hong tells us more about what lawmakers were doing last night before the proposal submission deadline.

在北京举行的两会中，上海代表团向大会提出议案13件，建议117件。其中，以代表团名义提出议案2件，建议5件。关于人大代表在提案提交截止时间前的更多情况，记者张泓带来详细报道。

“I learned that school fees vary considerably in public and private kindergartens. Workers from outside Shanghai usually don’t have a high income and they cannot afford high fees.”

Lawmaker Fan Yun also stayed up late. She said a proposal should be concise【简洁】 and accurate, and requires abundant research and surveys.

“本来是一个议案和6个建议，但现在可能要加一个建议，是关于国家支持新能源开发和应用的税收优惠的问题。我想把提议做得尽可能好，很多法律还需要找依据。这是一份沉甸甸的责任。”

“I had 1 motion and 6 proposals, but now I’m going to add another proposal. It’s about offering tax breaks to support the development and application of renewable energy. I want to make the proposal as good as possible, so I need to look up the basics for new regulations. It’s my responsibility.”

The 13 motions are focused on lawmaking and law amendments【修正】 in areas such as economic development, urban construction, wider access to foreign investors, social governance and people’s livelihood. Among the 117 proposals, 58 are related to the economy, while 24 cover social construction. The rest of the proposals are related to legal, cultural and environmental issues.

13件议案集中在经济发展、城市建设、对外开放、社会治理和民生等领域的立法和修正。117件建议中，涉及经济建设方面58件，社会建设方面24件，其余涉及法治建设、文化建设和生态文明建设方面的问题。

“The Shanghai delegation consists of newly elected deputies. They’re very passionate and responsible, submitting many high-quality motions and proposals. Most of them are related to high-quality development of the economy, increasing the country’s self-reliance in science and technology, bolstering basic research, developing high-end industries, developing the digital economy, promoting equal rights to education, enhancing elderly care and better market access to foreign companies.”

The deputies’ proposals may eventually become national regulations and policies that solve problems and contribute to the high-quality development of society.

2.U.S. BANKS TUMBLE FOLLOWING STOCK SALE AT SILICON VALLEY BANK

Shares of Silicon Valley Bank, an important financial institution for US start-ups, plunged 60 percent on Thursday. That was a day after the bank launched a major stock sale to shore up its balance sheet as it grapples with declining deposits【存款】 from technology start-ups. The bank said that it had lost roughly 1.8 billion dollars on the sale of some 21 billion dollars worth of securities, which represented close to 80 percent of its securities portfolio that was marked as available for sale.

Following that, US bank stocks tumbled by the most in almost three years. Bank of America, Wells Fargo, and JPMorgan all slid over five percent on the day. More than 80 billion dollars in stock market value evaporated from the 18 banks making up the S&P 500 bank index.

3.NORFOLK SOUTHERN C.E.O. APOLOGIZES FOR EAST PALESTINE TRAIN DERAILMENT

The chief executive of US transportation company Norfolk Southern said yesterday that he’s deeply sorry for the impact of the train derailment in East Palestine, Ohio in early February. Lei Shuran has the story.

美国诺福克南方铁路公司首席执行官昨天（03/09）表示，他对2月初俄亥俄州东巴勒斯坦镇发生的列车脱轨事故深感抱歉。记者雷舒然带来更多报道。

At a US Senate hearing on Capitol Hill, senators from both parties said Congress must pass rail safety reforms and pressed Norfolk Southern CEO Alan Shaw to endorse【赞同】 improvements. Shaw apologized, pledging to improve safety, and that Norfolk Southern would commit itself to a thoroughclean-up of the site. He said the company had already earmarked 21 million U.S. dollars as a down payment to the community.

Following the East Palestine derailment, some of the town’s 4,700 residents have reported ailments such as rashes and breathing difficulties. Many of them fear long-term health effects, at this point no deaths or injuries were reported as being caused by the derailment.

Another Norfolk Southern train derailed in Alabama yesterday. Company and local officials said there was no threat to the public. The derailment involved 37 cars; none were carrying hazardous materials. Yesterday’s incident in Alabama is Norfolk Southern’s third derailment since last month.

昨天（03/09），诺福克南方铁路公司又一列火车在亚拉巴马州发生脱轨事故。该公司和当地官员均表示，事故不会对公众造成威胁。脱轨事故波及37节火车车厢，这些车厢均未装载危险物品。昨天（03/09）发生在亚拉巴马州的事故是诺福克南方铁路公司自上个月以来的第三起脱轨事件。
