联防联控机制新闻发布会：建立发热门诊，筑牢基层救治防线

The National Health Commission said today(12/15) the country’s COVID response priority has shifted from controlling spread of the virus to treating patients. Zhang Hong tells us more.

今天（12/15）下午，国务院举行联防联控机制新闻发布会，会上介绍，当前，疫情防控的工作重心从防控感染转到医疗救治，要加强基层医疗卫生机构发热门诊设置，筑牢基层首诊的第一道防线。记者张泓带来更多详细报道。

The National Health Commission said they will allocate【分配】 medical resources to ensure people get timely treatment.

国务院联防联控机制称，他们将分配医疗资源，确保人们得到及时治疗。

“We’ll properly allocate medical resources depending on the pandemic situation and patient’s condition. Hospitals should expand their fever clinics since they are on the frontlines.”

“我们会根据疫情形势、（病人）病情轻重、缓急程度等情况，合理分配医疗资源，加强基层医疗卫生机构发热门诊设置，筑牢基层首诊的第一道防线。”

As of the end of October, 45% of the country’s community health centers had a fever clinic for a total of 19,400 nationwide. The National Health Commission said 90% of hospitals should have a fever clinic by March 2023.

截至今年10月底，全国乡镇卫生院和社区卫生服务中心已建成发热诊室1.94万个，占基层医疗卫生机构的45%。国家卫健委表示，到明年3月底，各地基层医疗卫生机构发热诊室覆盖率要达到90%。

“Hospitals should renovate or expand fever clinics or order pre-fab houses to build a new one to increase coverage.”

“医院应通过改扩建发热哨点，购置预制板房等多种方式，加快提高发热诊室（门诊）的设置率。”

The Health Commission also called on seniors aged over 65 to register their health condition and vaccination status at local health centers so that doctors can take care of them. Chinese Academy of Engineering academician Zhang Boli said this wave of the coronavirus is expected to occur in the next one to two months. He added that whether people get re-infected depends on the virulence【毒力】 of the strain and the individual’s immunity. If a person is infected with the same strain a second time, the symptoms are usually milder. Here in Shanghai, the city stopped publishing asymptomatic cases today(12/15) since they can no longer ensure accuracy.

近日发布的新冠重点人群健康服务工作方案还呼吁65岁以上的老年人到当地卫生中心登记自己的健康状况和疫苗接种情况，以便社区医生进行健康观测。中国工程院院士张伯礼表示，这一波冠状病毒预计将在未来一到两个月内迎来高峰期。他补充说，人们是否会再次被感染取决于病毒株的毒力和个人的免疫力。如果一个人第二次感染同一株病毒，症状通常较轻。当前，新冠肺炎核酸检测实行愿检尽检的策略，许多无症状感染者不一定参加核酸检测，无法准确掌握无症状感染者的实际数量，因此，上海于今天（12/15）已停止公布无症状病例数据。

2.SIGHTSEEING TOURS OPEN ON SUZHOU CREEK

苏州河水上航线首日启航

New sightseeing cruise services on Suzhou Creek began serving tourists and locals today(12/15),there are currently 2 routes operating between 4 different piers on Suzhou Creek. Zhang Hong takes a look.

在经过近三个月的试航和各项调整后，从今天（12/15）起，上海苏州河水上航线面向市民游客开放，启动试运营，目前苏州河4个码头之间有2条航线运营。记者张泓带来详细报道。

At the pier in Changfeng Park this afternoon, many tourists were waiting to take the sightseeing cruise along Suzhou Creek.

今天（12/15）下午，在长风公园码头，许多游客正排队等待乘坐苏州河观光游轮，一览美景。

“I used to walk along Suzhou Creek, and I want to appreciate its beautiful scenery from the water this time.”

“我以前经常沿着苏州河河岸散步，所以这次很想从水面上欣赏一下它的美景。”

The 1 hour sightseeing tour set off from the Changfeng Park pier at 1:40pm, and cruised past a number of cultural and historical attractions. A screen was installed onboard the boat to play video clips that provide information about some of the landmarks along the route. 1 hour later, the boat arrived at the Changhua Road pier.

1小时的观光游于下午1点40分从长风公园码头出发，途径许多历史景点，船上安装了电子屏幕，播放关于沿途地标性建筑的宣传视频。1小时后，船抵达昌化路码头。

“We left Shanghai some time ago. The memory of some places has faded. We hope our kids could learn more about the city’s past during the tour. We will pay more attention to the videos along the way.”

The sightseeing boats are all powered by electricity.

“We can keep the noise of the electric ships below 60 decibels, nowhere near as loud as a diesel engine. There’s no air pollution as the electric ships have no emissions.”

Tourists can board the sightseeing boats at four piers --- the 60 yuan, 30 minute tour boards and disembarks at Waitanyuan, and Sihang Warehouse. The 100 yuan, 1 hour tour runs between Changfeng Park and Changhua Road.

游客可以在四个码头登上观光船，选择不同的乘坐价格——60元人民币，30分钟航程，分别在外滩源和四行仓库站上下船。而100元、1小时的线路则从长风公园直接行驶至昌化路。

3.U.S. FEDERALRESERVE RAISES RATES BY 0.5%

通胀居高不下 美联储宣布加息50个基点

The Federal Reserve struck another blow in its battle with inflation on Wednesday, by raising its key interest rate for the seventh time this year, and signaling【发出信号】 that there would be more hikes to come.

昨天（12/14），美联储宣布上调联邦基金利率目标区间50个基点，至4.25%至4.50%之间。这是美联储今年第七次加息，累计加息425个基点，释放出未来可能进一步加息的信号。

The Fed boost edits benchmark rate to half-point to a range of 4.25% to 4.5%, its highest level in15 years. Though lower than its previous three-quarter-point hikes, the latest move will further increase the costs of many consumer and business loans as well as the risk of a recession【衰退】. Thehalf-point rate hike was announced one day after a report showed that inflation in the United States slowed in November for a fifth straight month. The Fed’s policy makers have also projected that the economy will barely grow next year, expanding just 0.5%, less than half the forecast they released in September.

美联储将基准利率上调了0.5个百分点，调整至4.25%至4.5%的区间，为15年来的最高水平。尽管此次加息低于之前四次连续加息的75个基点，但仍将进一步提高许多消费者和企业贷款的成本，从而导致经济衰退的风险上升。在宣布加息0.5个百分点的前一天，一份报告显示，美国11月份的通货膨胀率连续第五个月放缓。美联储的政策制定者还称，预计明年美国经济增长率仅为0.5%，不到他们9月份预测的一半。
