1 New Council Members Take Their Seats, Speed Limit Ordinances and more in this City Council Recap from December 3, 2024. 1:08:43
On Tuesday, December 3, 2024, three new members of the Redding City Council, elected in the November election, were sworn in for duty. Mike Littau and Dr. Paul Dhanuka will serve four-year terms, while Erin Resner will fill the remaining two-year seat vacated by Michael Dacquisto earlier this year. Along with welcoming the new council members, the City Council body voted on who will serve as Mayor, Vice Mayor, and Mayor Pro Tempore for the next 12 months. Jack Munns was elected Mayor, Mike Littau as Vice Mayor, and Erin Resner as Mayor Pro Tempore. Tenessa Audette, elected in November 2022, served as Redding Mayor from December 2023 to December 2024. Audette will continue to serve as a Redding City Council member. The City of Redding would like to thank Tenessa Audette for her service as Mayor over the last year. In this episode, we catch up with Community Services Director Travis Menne to learn what happened with the Redding Sports Park, formerly Big League Dreams. Just for a little history, the last time we spoke with Travis, the City had not decided what to do with the facility. The City Council has since decided to have the City reopen and run the facility short-term to get leagues and tournaments back in play and keep this vital resource open to community members. City staff hit the ground running and familiarized themselves with the facilities, and create a plan quickly. The facility officially opened as Redding Sports Park on October 2, 2024, and things are going well so far. Travis talks about the return of tournaments, the revival of beloved programs like roller hockey and youth baseball, and ambitious plans for new sand volleyball courts. The condition of the roads around Redding is always a hot topic, so we brought in the expert to give us the latest info and some interesting facts about why things are the way they are in Redding. Today, Michael Webb, Director of Public Works, discusses the effort, strategy, and foresight toward maintaining and improving 60 square miles of roadway in Redding. This is a lot of road. By comparison, Chico is 30 square miles but gets the same state funding for roads. This is based on the gas tax measured by population size—not the amount of roadway. Michael hopes to raise Redding’s general road conditions from a Pavement Condition Index of 50 to over 80 - a goal that will take many years and more funding. For now, maintaining the pavement and condition of Redding’s roads is a balancing act between fixing those in dire need and maintaining those most used by the community. Between grant funding, smart planning, and key budget decisions, he hopes to improve the state of the roads in Redding little by little. One thing is certain: the size of a city like Redding presents some big challenges. Family Sports are a big deal in Redding, and there are a few notable facilities that offer places for kids and adults to recreate. Today, we talk with Kenny Breedlove from the California Soccer Park, the director of one of those facilities. There has been a lot of recent news about the facility next door to the soccer park, formally known as Big League Dreams, now called Redding Sports Park. While this conversation isn’t about that facility, its challenges sometimes overshadow the great things happening at the California Soccer Park. Kenny is new to the role of Director at the California Soccer Park. He has a lot of great ideas and energy for bringing an already premier facility to the next level. He’s launching a restaurant at the park with a top Redding Chef, is focused on expanding offerings in addition to soccer, and is looking for new ways for families to get outside, get off their screens, and have fun. The Redding Civic Auditorium, built in 1970, is a unique venue that caters to concert-goers, trade show attendees, banquets, and much more. Flex seating allows the capacity to change based on the size or style of the event. Even though it serves many entertainment functions in our community, the Civic sometimes doesn’t get the credit it deserves. Today we talk with Julie Dyar, General Manager of the Redding Civic Auditorium, and while she admits that the design of the building is polarizing, she believes the foresight in the flex seating capacity is just one of the elements that has made the venue last as long as it has in our community. We’ll also find out what it takes to book a show, what makes Redding a good market, and how ticket prices are calculated. She’ll also dispel a few longstanding myths about who runs and owns the Civic. 1 Do Cars Control Our Happiness? How Walkable Cities Help Shape Community and Overall Economic Vitality. 34:48
Today we talk to Dan Burden, a Blue Zones Fellow and International Walkability expert. Dan has built a career by helping cities reshape downtown districts and neighborhoods to make them more walkable and bikeable. His efforts are more than just a passion for accessible spaces - these changes increase economic vitality. In fact, 79% of those looking to buy a home say they want to buy in a walkable area. However, only a small percentage of cities meet that target. For many decades, the US has focused on car-centered travel, which has dramatically shaped the way we live. Shifting focus to walkable spaces has been shown to increase the local economy, overall sense of well-being and happiness, and perhaps most notably, the area's safety. So can Redding become a more walkable city? Dan thinks so and will host a Walking Audit in August to show Redding residents how small changes can make a big impact. Big League Dreams Sports Park in Redding officially closed its doors on July 24, and the City of Redding is working to determine the best next steps. At a special City Council meeting held on July 29th, the Redding City Council asked City staff for more information on what it would cost to run the facility both in the short- and long term in an effort to keep the current leagues in play. One thing is for sure: This facility is well-loved by many in the community, and there was a packed house in the city council chambers to prove it. However, there is no doubt that BLD needs some TLC. One estimate was nearly 8 million dollars in needed repairs and improvements. Maintaining the city's sewer system requires a lot of work, but if the city staff is doing the job correctly, you shouldn’t even realize the work is being done. In August 2023, the Redding Police Department officially launched body-worn cameras in Redding. Nearly a year later, Chief Barner joins us to discuss the program's successes, learning curves, and challenges. During a recent update to the Redding City Council, Chief Barner highlighted an example of how body camera footage provides transparency to what previously has been a subjective topic. We’ll let you hear the audio of this particular traffic stop to demonstrate how recordings can protect both community members and police officers, depending on the incident. He also discusses the recent incident with an officer-involved shooting that took place on Cypress Avenue and how body-worn camera footage was used in that investigation and public records request. The overall takeaway of the program thus far has been enhanced officer safety, improved community relations, and a more transparent system for officers and community members. Organics recycling and Senate Bill 1383 (SB1383) have been discussed on the podcast before, but the food waste recycling program has now officially begun! After months of preparation, equipment purchases, and legal requirements, the Solid Waste Division is ready to receive food scraps and other organic materials in your green bins. In today’s episode, we bring back Paul Clemens, Public Works Deputy Director of Public Works, to discuss how and why the community needs to start recycling their food scraps. Besides being a state law and requirement, it’s good for the environment and keeps heavy and wet materials out of our landfills. Like any big change, residential and commercial solid waste customers are going to have to adjust to a new way of doing things, but the end result is well worth the effort. We’re really excited about today’s topic because we interview Sabrina Jurisich, the Upstate California Film Commissioner for our local area. Many community members don’t know that Redding hosts dozens of production companies for various movies, commercials, and independent films. Sabrina lists some famous and not-so-famous examples. For all you 80’s movie enthusiasts, the famous bridge scene from Stand By Me and part of Willow was filmed in the area. More than being an exciting thing to talk about, the films and productions that come to our area bring economic stimulus. In fact, more than 4 million dollars were spent in our community last year alone from film and production crews. This includes revenue for local businesses, hotels, and services, which stimulate the local economy. Many of the catering crews, extras, production help, and hospitality are local, too. Much of this directly results from Sabrina and the Film Commission's efforts to draw talent and crews to the greater Redding Area. If you are an aspiring actor, filmmaker, or artist, be sure you are connected with Sabrina and the local Film Commission. While most of the community won’t see or experience a film set in Redding, that doesn’t mean that they aren’t here and filming. The film commission acts as a catalyst for economic growth, cultural enrichment, and community development year-round. Sabrina works hard behind the scenes to make sure Redding is a desirable location and is bringing a little bit of Hollywood up north. The holiday season is upon us, and while we are all excited for family and tasty holiday food, it is also a well-known fact in the Redding Fire Department that there will be a house fire in Redding on at least one - if not all of the major holidays. According to FEMA, roughly 2,300 residential fires were reported annually in the US on Thanksgiving day between 2017 and 2019, making Thanksgiving the most fire-prone day of the year and the second leading cause of home fire deaths. Annually, an average of 128,000 fires in December resulted in 415 deaths across the US. Christmas Eve and Day rank 2nd and 3rd for the most fire-prone day of the year, with twice the daily average of reported fires. The holidays are the time of year when families cook more often, have more guests, light more candles and fires, hang holiday lights, and celebrate with cocktails that can impair judgment and our sense of caution. This episode was specifically recorded to address a water quality issue that recently came to light in a Record Searchlight article that could cause unnecessary concern for community members. The article indicated the presence of PFAS or “forever chemicals” in Redding drinking water. We wanted to speak directly with Josh Watkins, Water Utility Manager for the City of Redding, about the article and set the record straight on water quality in Redding. While it’s true that a reportable amount of PFAS chemicals were detected in Enterprise Well #3 in Redding earlier this year, there’s additional important information to provide the right context. For instance, Josh explains that a recent study found almost 17,000 more traces of these chemicals in chocolate cake frosting than in the Enterprise Well. In fact, these chemicals are found just about everywhere - unfortunately. Josh breaks down the stringent testing standards they adhere to, explains why the City of Redding has some of the cleanest water in the State, and tells us that, yes, he drinks tap water from his office - incidentally, not far from where the Enterprise Well sits - without a second thought. While we don’t want to understate the concern of detecting potentially harmful chemicals in our water supply, Josh and the Water Utility Division are confident that our water is safe to drink. In case you haven’t heard, Redding has a new Police Chief in town. Chief Brian Barner has been with the Redding Police Department for nearly 27 years and worked alongside former Chief Bill Schueller before being officially promoted to Chief in October 2023. He was unanimously selected by two different interview panels based on his work experience, dedication to the community, and overall knowledge and training. Chief Barner talks about his perspective on law enforcement in the Redding Community, what he thinks of Redding safety in general, and how he plans to address local quality of life issues. He talks about the local jail space mental health support for law enforcement, the rollout of body-worn cameras, and his plans for the future. His close connection to the community and the years of work alongside former Chief Schueller means that most of his goals aim to keep the good work going - from a fully staffed police force to new technology solutions - the community shouldn’t expect a slowdown anytime soon. In April 2023, the Redding City Council began a community-led process to update the Riverfront Specific Plan. The purpose of this project is to reintroduce the city and community to the river by creating a long-term vision for 380 acres of land along the Sacramento River. The Specific Plan document, which will be developed based on significant community engagement and discussion, will ultimately frame a community vision and establish goals, policies, and development standards for the area. In this episode, we connect with Development Services Director Jeremy Pagan to discuss what has happened thus far and what is yet to come. We ask about the Redding Rodeo and the Civic Auditorium and how community input works. The recent audit of Redding Electric Utility's Wildfire Mitigation Plan proves that our city has taken proactive steps to enhance our community's safety. So, with that said, now it’s time to unpack the numbers, acronyms, and real-life examples of the wildfire mitigation plan in action with independent auditor Jeremy Cawn and REU program Supervisor Shawn Avery. We’ll hear exactly what REU has done in our community and how it is already helping to mitigate fire risk. While wildfires can’t ever be truly prevented, being fire-ready can dramatically improve the outcomes. Jeremy confirms that REU is not only meeting the statutory regulations required by the state of California but is exceeding them. In today’s episode, we are talking about all things parks with Assistant Community Services Director Joey Forseth-Deshais. His team of parks professionals oversees the operation and maintenance of all of Redding’s 52 city parks, various other City Facilities, including City Hall, and nearly 24,000 street trees AND street median landscaping. Much of this work happens early in the morning and out of the public eye. In fact, Joey and his team work hard to ensure any maintenance issues that come up, are taken care of long before the public begins using the parks each day. This level of work requires certifications of all kinds. They have playground specialists, certified arborists, and chemical and pest specialists, to name a few. It’s easy to take our beautiful park spaces for granted, but if you have any experience maintaining your own landscaping around your house, you understand what a huge undertaking it is to maintain nearly 645 acres of parkland in Redding. In this episode, we talk with Deputy Fire Chief Jay Sumerlin about two new programs the Fire Department has launched to help our community in an emergency. CERT, the community emergency response team, is a FEMA-backed volunteer-based program for community members to learn key skills and techniques for use in an emergency. First aid, light rescue, wound care, and fire suppression are all part of the curriculum to turn everyday citizens into the neighbor you want to know most. Community Connect is a new online portal that allows YOU to share critical information about your family, your pets, and your home with firefighters in an emergency. This is a secure system, shared only with fire professionals, that gives them critical information when responding to your home. This optional program helps firefighters with the information they wouldn’t otherwise know - like fuse box locations, water shut-off valves, and if members of your family have any mobility issues. With careful planning and better food recycling resources, our community can help address hunger and protect the environment simultaneously. Enter Senate Bill 1383, a law recently passed in California requiring businesses and residents to compost or recycle food waste, including wasted food from the refrigerator, expired items, and table scraps. Locally, this bill will help support those with food insecurities in our community while maintaining valuable space in the local landfill and reducing the release of harmful gasses into the environment. Now before we lose anyone, the General Plan is 20-year planning document that has a massive impact on the future of our City. And community involvement plays a key role in how the plan is put together. Steve and I joke all the time that our podcast topics aren’t always super interesting to most people, but believe me, you’ll want to understand what this document does - and doesn’t - do so you have a better understanding of how the City makes decisions. In today’s episode, we talk with Kent Manuel and Jeremy Pagan about what might change in this General Plan, and why you should care. After all, 20 years is a long time and, while nothing is set in stone, the General Plan is a guiding document that will be referenced long into the future. Fun fact, Kent oversaw the general plan development for Redding 20 years ago, so this isn’t his first Rodeo. Today we talk with Lisa Casner, Electric Manager of Resources about why moving to electric is a good option for some in our community, especially with gas prices remaining high. She also talks to us about what it looks like to make the switch to electric appliances and the rebates available for families looking to make that change. Lisa’s goal is not to get every family to switch to electric, but to provide options that both align with State and Federal mandates, and the growing trend toward more sustainable fuel sources. And since we mentioned sustainable resources, Lisa gives us a rundown of how REU is sourcing their electricity from sustainable wind and solar, meaning that using REU power is clean energy. We recorded an episode about ADUs and Short Term Rentals with Planning Manager Lily Toy in May of Last year but a lot has happened since then. A new proposed set of ordinances went before the City Council late last year to address community concerns about how short term rentals were affecting our neighborhoods. After a robust City Council discussion, the ordinances went back to the Planning Commission for review, and will be coming before the City Council again on February 21st. In this episode we talk with Development Services Director Jeremy Pagan about the new proposed ordinance changes, why they were proposed, and what those would mean for our community if adopted. There are strong opinions on both sides of the debate with many claiming that Short Term Rentals bring tourism and TOT revenue into the City. Today we connect with newly appointed Redding Electric Utility Director Nick Zettel to discuss his goals for REU moving forward. Nick started with REU 19 years ago and has worked his way up to the Directors seat. He brings a wealth of industry knowledge and, as a Redding native, is proud to work for Redding’s publicly-owned power utility. We’ll learn how REU is making plans for the increased demand on the power grid from electric vehicles as well as planning for the decrease in other energy sources that’s occurring worldwide. We will also learn how REU buys and sells power seven days a week, 365 days a year and how that process is especially important for our community in the ever-changing energy market. With the uncertainty around the current economy, having a locally owned municipal power utility with multiple energy sources including the City’s own powerplant, REU customers are sitting in a more secure spot. With that in mind, we thought it would be a good idea to connect with our City Clerk, Pam Mize, and talk about the local election process. Pam has been the Redding City Clerk for almost 13 years and has seen many City Council Elections and meetings. She brings a wealth of knowledge to her position and works closely with her staff to ensure our City government is following all the state and federal election laws precisely. Here's the rundown: Additional lots were sold at the Stillwater Business Park. A consulting firm was hired to assist with the 2-year effort to modernize the financial software that tracks and manages city costs and personnel. Funding sources for the upcoming Downtown Plaza Park were identified. The City of Redding's GIS team discussed new mapping solutions with evacuation routes and new neighborhood zones. The formation of a Tree Ordinance Committee was approved by Council to find a balance between sustainable development and the need to protect native tree species. Redding City Council approved new Nur Pon Open Space hours, fencing and park rangers. A Short Term Rental Emergency Moratorium was passed to allow for processes and regulations to be evaluated before additional short-term rentals can be permitted in Redding. Get ready for a City Council Recap + Bonus Emergency Housing Site discussion in this week's update from the Redding City Council Meeting on May 17, 2022. The Council approves the Goodwater Crossing Emergency Housing Site, which will consist of no more than 12 sleeping cabins for a one-year term at 2500 Shasta View Drive in Redding. A Development Agreement for Lowden Lane Senior Apartments located at 2775 Lowden Lane in Redding will move forward. Good financial news from both Redding Electric Utility and the City of Redding General Fund. Moving City Clerk and City Treasurer from elected positions to appointed positions may be headed for the November ballot. The council directed City Staff to draft the ballot measure for further review and discussion. Lastly, ordinance amendments were passed allowing Solid Waste collection services to comply with Senate Bill 1383. In effect since January 2022, SB 1383 requires that organic materials and edible food are diverted from landfills to reduce methane emissions Statewide. Cities must have enforceable ordinances in place to help facilitate local changes to comply with SB 1383 mandates. Plus! On April 19th, 2022 the Redding City Council is expected to make a decision on whether or not to declare the Redding Civic Auditorium and Rodeo Grounds properties as Surplus. In this episode of the podcast, we bring back City Manager Barry Tippin to talk about what surplus property means and what options are before the Council. This is an important decision and members of the community have been very vocal - both in support and in opposition to this land discussion. The Council directed staff to meet with residents and interested parties for input on what vegetation management practices and additional wildfire mitigations the community should follow citywide. After receiving community input, staff will bring a proposal package to the Redding Planning Commission before it comes back before City Council for further discussion. • Public Works presented the Parking Operational Needs Assessment report completed by Dixon Resources Unlimited. The report analyzed the City's options for managing downtown parking operations including a cost assessment. The council accepted the Parking report and asked staff to bring back a plan for a user-paid parking system and parking enforcement for more discussion. • Redding Electric Utility received approval to add 6 new engineering positions to ensure the City has the engineering skills needed to design, implement and maintain both the electrical grid and the Redding Power Plant both now and in the future. Did you know that mosquitoes can breed in just a single capful of water? More than 100 mosquitoes can come from a cup and more than 1 million can come from a pool! Mosquitoes aren’t just an annoyance - they are a public health issue. Locally, mosquitos are responsible for several cases of West Nile Virus per year. Shasta Mosquito and Vector Control, established in 1919, has been working for more than 100 years to build awareness on the dangers of mosquitoes and other insects that can spread disease. In this episode of The City of Redding Podcast, Katie and Steve speak with Peter Bonkrude, District Manager with Shasta Mosquito & Vector Control District. He’ll tell us about the more than 26 species of mosquitoes in the area and why six of them are of particular concern. You’ll get an introduction to the Aedes Agypti, an invasive species of mosquito that is raising concern about the kinds of diseases that could become an issue in the United States. Peter highlights why conserving water could help keep the mosquitos at bay and shares some helpful tips to protect yourself from mosquitoes and the harmful diseases they can carry. Now that we have just finished the driest January-February in recorded history, the State of California has called another drought season all but inevitable. This means fire season will be quickly arriving for us in the Northstate. We recorded this podcast last year in the Fall of 2021. As we were preparing to put this out to the community, the first rains of the season started to fall. We felt that everyone needed a break from the worry of wildfire and we paused this topic knowing it would come up again soon. In this episode, Shawn Avery, program supervisor for Redding Electric Utility, explains the IQ fire watch camera system that was installed in Redding in 2021. Last year they were an important piece of the Wildfire Mitigation Plan for our local community and proved instrumental in catching several fires. In this episode, we talk with Travis Menne, Community Projects Manager with the City of Redding Community Services Department. Travis has been a key player in developing several successful grant applications with the State of California in the last few years. His work, along with others in the City, has secured close to $20 million dollars in grant funding for our local area parks and trails. We’ll talk with Travis about the exciting upgrades to Caldwell Park coming in 2022 and 2023 including the skatepark currently under construction, and other new amenities that will be coming soon like a new bike park, exercise area, shade structures and more. He also answers some questions about the Panorama park project off Lake Blvd. and when Redding residents can expect to see their brand new indoor recreation facility. Lastly, Travis looks back on 2021, which he refers to as “The year the city built bridges”. Some of these bridges replaced Carr Fire damage, but several more are new additions to upgrade trails and fish viewing areas. Three years ago, South City Park was fenced to provide security while the City designed a plan to redevelop park amenities and deal with illegal camping in the area. After some initial funding challenges, American Rescue Plan Act funds will help make it possible to unearth the potential in the hidden gem that is South City Park. In today's episode, we discuss the proposed Redding Electric Utility rate increase. On December 7th, the Redding City Council will decide on a proposed 2% Utility rate increase for all customers that, if approved, would go into effect in January 2022 and 2023. These increases, the first proposed since 2015, would meet the needs of new State and Federal energy regulations, growing inflation, and aging infrastructure repair in our community. The reasons and the timing for rate increases can be complicated and cause concern for many families. Today we talk with Joe Bowers, Financial Manager at REU about this rate increase and find out how much it would affect monthly utility bills for the average Redding family and why a rate increase is being discussed now. REU will also be hosting a series of public workshops before December 7th to give local residents an opportunity to ask questions, make suggestions and offer feedback on the proposed rate increase. The City of Redding has completed 3 of the 4 informational workshops regarding the future of the property surrounding the Civic Auditorium and the Rodeo Grounds. In this episode of the podcast, we bring back City Manager Barry Tippin to recap what has happened thus far and talk about what is coming up in the 4th and final workshop. The workshop will take place November 18 at 5:15pm. At the conclusion of the workshop, the City Council will determine what process comes next. Barry walks us through what decisions the City Council could take. - anything from taking no action to ordering a master plan for the area or declaring the property surplus. On September 22, 2021 the Redding City Council decided unanimously to hold several workshops to receive additional information prior to making any decisions regarding the future of the property surrounding the Civic Auditorium and the Rodeo Grounds. The City Council ultimately has several options available to it, ranging from taking no action to considering an unsolicited proposal the Council received from Populus, The McConnell Foundation, K2 Development Companies, and Turtle Bay Exploration Park. After a lengthy meeting with many comments from the community, the Council directed City staff to gather information about what regulations would be involved in a land sale, what the process would look like to develop a Master Plan with the City as the lead, and other important elements so that the Council, along with the public, would have full knowledge of what the future of the area might become and how best to achieve that result. Each of the four workshops will be open to the public to provide space for public comment and a full review of the processes that would be involved to achieve the goals ultimately approved by the Council. Per City Manager Barry Tippin, “the City Council understands the importance of the discussion surrounding these valuable community properties and has insisted on robust community dialogue. The Council feels it is critical to dedicate the time necessary to fully understand what actions can be taken, what actions the citizens would like to take place, and how we can best utilize these city assets for future generations,” said Tippin. The City Council will not take any action at the proposed workshop meetings but the Council has asked that Populus, The McConnell Foundation, K2 Development Companies, and Turtle Bay Exploration Park present their proposal at the workshops in order for more members of the community to understand the proposal and help formulate opinions regarding the next steps. These programs include the following: Minor Home Repairs for seniors - this is for community members 62 and older and addresses small repairs such as leaky faucets or broken toilets Emergency Repair Program - the purpose of this program is to provide assistance with basic health and safety repairs for homeowners who are otherwise unable to obtain other financial resources. This also includes grants for landlords who plan on making accessibility improvements for rentals to disabled community members. The Homebuyer Program helps income-eligible community members with the home buying process And lastly the Homeowner Rehabilitation Loan Program aids with major home rehab projects like roofing, pests, flooring, painting, and more. Also, if you are a general contractor looking for additional work, the Housing Division is currently adding qualified contractors to the project lists for these programs so apply today! This project has been a long time in the works and many dedicated community organizations and individuals have invested time and energy to bring this project to fruition. One of those individuals is Anne Thomas, the Founder and Executive Director of Shasta Living Streets, a non-profit organization in Redding dedicated to bringing more, better, and safer walking and bikeways to our community. Anne talks about the Diestelhorst to Downtown project and celebration, what it means to our city, and how this project helps make our community more vibrant. According to a 2016 study of our local homeless population in Shasta County, the “High Utilizers of Crisis Response Services” unhoused person costs an estimated $66,188 for medical services, mental health services, and law enforcement calls for service per year. That same individual, housed, would cost just over $11,500 per year. In this three-part series, we explore the topic of homelessness in Redding from three different perspectives. In Part 1, we talk with Police Chief Bill Schueller to get his take on what homelessness looks like in Redding and how the Redding Police Department is addressing our local homeless population from a law enforcement perspective. In Part 2, we talk with Hill Country Community Clinic CEO, Lynn Dorroh, and Integrated Operations Director, Jo Campbell, about the Mobile Crisis Response Team. We discuss the partnership with the Redding Police Department and how they are collaborating to address homelessness from the mental health and substance abuse perspective. And lastly, in Part 3 we talk with Vice Mayor Kristen Schreder about micro-shelters, what the City of Redding is doing to address homelessness, and what developments are coming in the future that could help solve the issue. This is a complex topic without easy answers or simple solutions. According to a recent point-in-time survey, seventeen out of every 10,000 people in the United States experience homelessness. These people represent every region of the country, family status, gender category, and racial/ethnic group, according to endhomelessness.org.
