After running several rounds of emergency drills, the traffic authorities have completed their preparations at the CIIE venue. Zhang Yue has more.
在进行了几轮应急演练之后，交通部门已经完成了在中国国际进口博览会会场的准备工作。记者张乐带来更多详细报道。
Transportation authorities have been running safety and standard vehicle maintenance checks on shuttle buses during the past week, as well as maintaining COVID-19 management and control measures for the drivers. The shuttle buses will be carrying visitors from the P1 parking lot to the National Convention and Exhibition Center. The exits of East Xujing metro station and a designated area for taxis have also set up a buffer and waiting zone to avoid congestion【拥塞】. The P1 and P2 parking lots were reserved for buses at previous Import Expos, but this year they will be open to smaller vehicles as well.
在过去的一周里，交通部门对接驳公交进行了安全和标准车辆维护检查，并对司机进行了防疫管理。在进博会P1停车场，参与公交接驳保障任务的大巴车正入场集结。此外，徐泾东地铁出口、出租车专用停车场等都完成了缓行区、候车区的设施安置，以避免拥堵。在原先仅对大客车开放的P1和P2停车场，也增设小客车泊位。

There are more than 500 spots for smaller vehicles in the P1 and P2 parking lots. Currently, P1 is fully booked, but there are still plenty of spots available in the P2 lot.
我们特别在P1和P2集中投放了大概500多个小车泊位，目前来说P1的小车预约已经满了，但是P2还有比较大的空余量。
Visitors heading to the CIIE are able to find the best route to the venue, a detailed map of the Expo venue, and empty parking spots on the Suishenxing smartphone app.
前往进博会的参观者能够在随申行APP上找到前往会场的最佳路线、详细的展馆地图和空闲停车位等信息。

We will follow up on the user experience, such as which parts of the city had more users, and what their demands were. This will help us improve for next year, like optimizing existing routes or adding new routes.

The Suishenxing app also shows users the location of nearby gas stations, banks, restaurants, and PCR test sites.

2.CHINA RELEASES WHITE PAPER ON BEIDOU SATELLITE SYSTEM
国务院新闻办发布《新时代的中国北斗》白皮书
China issued a white paper on the BeiDou Navigation Satellite System today. Titled "China's BeiDou Navigation Satellite System in the New Era", the white paper said the BDS has been built into a world-class navigation system. Zhang Yue has more.
今天（11/4）发布的《新时代的中国北斗》白皮书指出，北斗卫星导航系统已被建成为世界一流卫星导航系统。记者张乐带来更多详细报道。
The white paper laid out how China plans to refine【改善】 the system by improving its operations, promoting sustainable development of BDS-based applications, and upgrading its governance【管理方法】 in coming years.
白皮书阐述了中国计划如何在未来几年内通过改善系统的运行、促进基于BDS的应用的可持续发展以及提升其治理水平来完善该系统。

All 30 satellites in BDS-3 have performed well. Millions of parts and devices in more than 300 categories of the satellites are all developed and manufactured in China with outstanding performances. Tests have shown the global positioning accuracy is better than 5 meters, and it's even better in the Asia-Pacific region, as the services have outperformed【胜过】 what were designed.
北斗三号在轨30颗卫星运行状态良好，星上300余类、数百万个器部件全部国产，性能优异。实测表明，全球定位精度优于5米，亚太地区性能更好，服务性能全面优于设计指标。
The white paper showed the total output value of the country's satellite navigation and location-based service industry reached 470 billion yuan in 2021. The BDS provides coverage in various sectors and the range of uses continues to increase. By the end of June this year, there were more than 8 million vehicles equipped with BDS terminals. Such vehicles used in the agriculture, forestry, husbandry【农牧业】 and fishery sector reached 1.3 million, and those used in the public security sector hit more than 1.8 million. The scale of BDS applications is being expanded in the sectors of communication and time services, weather monitoring, emergency relief and urban management.
白皮书显示，截至2021年底，中国卫星导航与位置服务产业总体产值达到约4700亿元人民币。当前，北斗应用产业实现可持续发展，深度融入基础设施、赋能各行各业，截至今年6月，北斗终端数量在交通运输营运车辆超过800万台，农林牧渔业达130余万台，公安达180余万台。通信授时、气象监测、应急减灾和城市管理等领域正在加速推进北斗规模化应用。
3.4.5 MILLION PEOPLE IN UKRAINE DISCONNECTED FROM POWER GRID
乌克兰局势：450万人遭遇停电
Ukrainian President Volodymyr Zelensky said in a video address that some 4.5 million Ukrainians, more than 10 percent of the pre-war population, were temporarily without power on Thursday evening due to Russia-Ukraine conflict. Lei Shuran has more.

As of this evening, about 4.5 million people have been temporarily disconnected from the power grid【电力网】 according to emergency and stabilization schedules.

The U.N. nuclear watchdog said on Thursday it had found no sign of undeclared nuclear activity at three sites in Ukraine. Moscow has repeatedly accused Ukraine of planning to use a conventional explosive device laced with radioactive material, also known as a "dirty bomb," and said institutes linked to nuclear industry were involved in the preparations for such explosives. The Ukrainian government denied the accusation. Also, seven grain vessels left Ukrainian ports on Thursday after Russia resumed its participation in the UN-brokered Black Sea grain export deal. Russia on Wednesday announced its decision to resume grain exports, saying Ukraine has promised not to use the humanitarian corridor for military purposes. In Germany, Foreign Minister Annalena Baerbock announced the initiation【开始】 of a coordinated action plan by G7 countries, that will supply aid to the people of Ukraine through the winter, as well as providing support to the country's power grid.
